Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Gulf of Mexico Region (GOMR), Regional Director's Office, in Jefferson, Louisiana. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Develops strategies for the Region to maintain communication with key officials and stakeholders in the State, local Government, Federal Agencies, Tribal Governments, and communities affected by Outer Continental Shelf (OCS) activities. Coordinates with the Office of Communications and Regional Offices regarding outreach to industry stake holders, other governmental agencies, tribes, and under-served communities. Serves as the Tribal Liaison for the BOEM Gulf of Mexico Regional Office. Serves as the point of contact for Environmental Justice issues for the Office of the Regional Director, BOEM Gulf of Mexico Regional Office. In coordination with regional offices regularly brings stakeholders together to identify, discuss and mitigate conflicts or concerns in program direction. In conjunction with the Office of Communications and other GOM offices, establishes and implements a communication plan to share information with both internal and external stakeholders. Establishes and updates a database reflecting Stakeholders' point of contact, areas of interests and concerns. Updates and maintains rosters for Task Forces or other events the Regional Director's Office is involved in. Serves as the Contracting Officer Representative, as needed, to contract logistical support, prepare statements of work, review requests for proposals, and review/track projects progress. Serves, as needed, on the Technical Evaluation Committee. Drafts briefing memoranda, talking points, and other materials to provide up to date information regarding ongoing GOM activities, concerns, and issues for presentation from GOM leadership. Advises on partnerships and provides support in developing and implementing partnership agreements, such as Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), Memoranda of Cooperation (MOCs) and Interagency Agreements (IAs). Drafts terms for these agreements, ensures compliance with terms, determines if lapsing agreements need to be extended and facilitates or terminates formally. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: $116,393 - $151,308 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Developing strategies to maintain communication with key officials and staKeholders (i.e. State, Local government, Federal Agencies, Tribal Governments, non-governmental organizations and communities affected by Outer Continental Shelf (OCS) activities); 2) Facilitate internal and external meetings and workshops; 3) Preparing briefing memoranda, talking points, and other materials to provide up to date information to management on critical issues of importance; 4) Preparing and presenting technical presentations and briefings to audiences of varying size; and 5) Advising on partnerships and providing support in developing and implementing agreements such as Joint Venture Agreements, Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), Memoranda of Cooperation (MOCs) and Interagency Agreements (IAs) including drafting terms for these agreements to ensure compliance with terms. Must meet all.
