As a Management & Program Analyst (Evaluation) at the GS-0343-13, you will be part of Office of the Inspector General, Equal Employment Opportunity Commission. If selected, you will be responsible for planning, conducting and coordinating evaluations and other reviews of EEOC programs.

Duties

Direct or perform all aspects of the evaluation process, including scoping, preparing transmittal memos, and other communication with stakeholders. Perform contract administration for evaluations and reviews outsourced by Office of Inspector General (OIG), serving as a Contracting Officer Representative (COR). Exercise judgement in all phases of evaluations, ranging from identifying problems with a policy issue and developing feasible options or alternative proposals and anticipating consequences of options. Conduct briefings and prepares written communication to organize ideas and present findings in a logical manner. Establish and maintain liaison with agency officials, federal agencies, and state and local government agency officials concerning programs, policies and activities which may need evaluation. Write, research, reference and edit OIG-wide reports such as the OIG semiannual report to Congress, OIG's strategic plan, OIG's operating report, EEOC's annual performance and accountability report. Create ideas for new reviews and technical evaluations and develop program proposals which present the objectives and scope of a review or an evaluation.

Qualifications

For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 level in the Federal Service. Specialized experience includes planning and conducting evaluations or performance audits of Federal government programs; designing the methodology, scope and/or approach of evaluations; applying analytical techniques to answer evaluation objectives; leading meetings with program personnel and managers to present findings and explain the significance of conclusions, justify recommendations and answer questions on the evaluation; and writing evaluation reports. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
