The Qualifications and Training Division provides nationwide training and technical assistance in support of the Office of Pipeline Safety and its effort to promote safety in the transport of natural gas and other gases, and hazardous liquids in the nation's pipelines. The Qualifications and Training Division is also responsible for providing pipeline inspector qualification and safety training.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in providing technical leadership and assistance in pipeline safety for hazardous liquid pipelines, such as accident investigation, codes and standards, Integrity Management programs, and Pipeline Safety communications. Experience providing pipeline safety training in the pipeline safety regulations for hazardous liquid pipelines to state and federal pipeline inspectors Experience as a state or federal pipeline inspector, inspecting pipeline companies for compliance with the hazardous liquid regulations. Experience conducting training for hazardous liquid pipelines in different formats, including classroom sessions, distance learning, and web-based courses. The responsibilities include overseeing specific lessons as well as entire courses, and these training activities have taken place within the United States. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical - Knowledge of the practices and operations of the pipeline industry as it relates to compliance with federal safety regulations and safety programs administered by the States and of trends and conditions in the pipeline industry to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a transportation program. Customer Service - Ability to work with varying levels and locations within an organization, and across organizational lines, to achieve broad organizational goals and form alliances of Federal, state, local, industry, public interest and academic organizations with potentially competing interests to achieve higher-level safety or environmental purposes. Project Management - Knowledge of programs that relate to public communications, damage prevention to all underground utilities, pipeline incidents, and emergency preparedness and response activities to conduct State Program Evaluations; Progress Report scoring; Grant Reviews; and Excavation Damage Prevention Enforcement Effectiveness Evaluations. Grants Management - Knowledge of contract administration to serve as COR providing technical assessments and other analyses to monitor contractor’s progress in fulfilling the technical requirements of the contract and to assure integration between State Programs Division and operational activities. Communication - Knowledge of communications programs and experience developing and leading an organization's communications activities. Skill in developing written, oral and e-government materials to convey information concerning complex functions to diverse audiences with varying information requirements and in effective communicating on safety issues to prepare a variety of written materials including summaries, reports, and responses to inquiries rid to make oral presentations before widely varying audiences.
