About the Position: Position is located in the Garrison Directorate of Human Resources (DHR) Military Personnel Division (MPD) performing a variety of duties associated with the Official Passport Agent and File Manager responsibilities as well as automated processing of military personnel actions and administration of an HR automated system.

Duties

Independently applies and exercises up-to-date knowledge of the US Immigration and Nationality Act, as amended, US Code of Federal Regulations, Department of State Foreign Affairs Manuals, Passport Agent's Manual, and such other directives. Counsels, instructs and assists members of this command, requiring or desiring to file application for issuance, renewal, amendment of extensions of US Passports. Verifies identity of petitioner, accuracy and validity of entries in application form. Verifies primary citizenship evidence such as birth certificates, naturalization certificates, citizenship certificates, expired passport originally issued to the applicant. Determines if applicant acquired US citizenship by birth in territories and possessions of the USA. Serves as file manager responsible for organizing, updating, managing the Division’s hardcopy and electronic files. Prepares a file inventory, shipping manifest, and oversees the packing and shipping of files for archiving and scanning.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) may be required up to 5%.
  • Must complete the Official Passport Agent certifications within 6 months of entry on duty into this position. Must be sufficient in all aspects of IPPS-A to serve the role as PAS Chief.
  • Must complete Records Manager training within six (6) months of entry on duty into this position.

Specialized Experience: One year of specialized experience which includes: independently adjudicates applications, follows practices and guidelines, laws and regulations for issuance of passports and visas; utilizes automated systems supporting military personnel programs (IPPS-A, TRANSPROC, AIM, IPERMS, DAMPS )and other automated and non- automated HR systems for data retrieval, analysis and generate reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
