The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Quality Ranking Factors for this position are:1.Coordinating the use and oversight of a fleet program of over 250 vehicles across large geographic locations. This experience must be detailed in your resume.2. Managing the Medical Mobile Units for the Medical Centers Outreach programs and Dual Use Vehicles for Emergency Management Programs. This experience must be detailed in your resume. ~AND~ In addition to the Quality Ranking Factors, to qualify for this position at the GS-11 grade level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a transportation program and the services it provides; coordinating patient transports/transfers; planning and directing administrative activities within a transportation system; managing a program budget; overseeing transportation related contracts; analyzing program activities and making recommendations for performance improvements related to transportation services; establishing and planning work priorities and deadlines; and providing technical and administrative supervision, instruction, and counsel to unit employees. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Three (3) full years of progressively higher-level graduate education, or doctoral degree (Ph.D. or equivalent), or LL.M. with a major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. This education must have been obtained at an accredited college or university. NOTE: You must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. Individual Occupational Requirements- You must meet one of the following: Education-Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. LICENSE REQUIREMENT: A valid Class D state issued Driver's License. Selected applicant(s) will be required to provide their license at the time of interview and a clean driving record report from the DMV during the online onboarding process. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center. Travel will be required on a periodic basis.
