This position is a Park Ranger, GS- 0025-5/7 working in Philadelphia, PA for the John Heinz National Wildlife Refuge. NOTE: This is NOT a Park Ranger (Law Enforcement) position.

Duties

This position is located at John Heinz National Wildlife Refuge at Tinicum, an Urban Wildlife Refuge located in Philadelphia, PA. The refuge is host to Pennsylvania's largest remaining tidal marsh system and is one of the largest green spaces in the city. This position serves as a Park Ranger This position serves as the station's lead for our volunteer program including recruitment, training, and programming. They also work closely with Visitor Services staff in implementing community engagement, environmental education, interpretive programming, and communications on site and in designated community spaces and public schools. Work is directed towards providing the public with safe, accessible, and quality recreation opportunities. You will have the responsibility for assisting the Visitor Services Manager, and other Refuge staff with public program planning and implementation. You will participate in all areas of visitor services including operations, planning, and coordinating public use activities. As a Park Ranger your duties may include, but are not limited to, the following: Develops and implements interpretive and environmental education programs and products; senior staff will provide direction and assistance when controversial situations or sensitive policy matters arise. Programs and products reach a wide range of audiences, and employ a variety of media methods and materials such as brochures, fact sheets, signs and panels. Provides relevant materials to local educational institutions for their use in environmental education programs that further the mission and goals of the Fish and Wildlife Service and individual refuges. Supports refuges in applying for challenge cost share, volunteer/friends group grants, contributed funds accounts, and other budget enhancement packages. Completes routine reporting requirements. Assists with identifying requirements and developing scopes of work and cost estimates for activities associated with the VS function. Coordinates with the Visitor Services Chief and Contracting and General Services (CGS) in selecting contractors and monitoring contractor performance. May serve as Contracting Officer's Technical Representative (COTR). Provides support for refuges to prepare routine, short-term plans, addressing issues such as building opening and closing times, staffing, cleaning schedules, and routine maintenance. Updates and enhances individual refuge websites using the NWRS Content Management System (currently Ektron). Provides timely updates and serves as backup for all field station websites. Provides graphic design support for signs, publications, and other products for Regional and field station use. Evaluates existing traveling exhibits and develops updates as needed. Identifies potential partnership activities with community organizations and corporations (Scouts, service organizations, local governments and businesses).

Minimum Qualification [GS-7] A. I have one (1) year of full-time specialized experience comparable to the GS-05 grade level in the federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include suggesting new topics, revisions, or improvements for a natural resource interpretive program; developing a component of a natural resource interpretive program; assisting with creating or revising natural resource interpretive materials; reviewing visitor use patterns and their effect on natural resources; presenting environmental education; recruiting and training for a volunteer program; fostering public outreach; overseeing fee collection activities. I have one full year of graduate level study, or I possess a master's or higher degree, e.g., Ph.D., in fields such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, or other closely related subjects pertinent to the management and protection of natural and cultural resources. NOTE: Transcripts required. (OR) C. I have a bachelor's degree with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, or other closely related subjects pertinent to the management and protection of natural and cultural resources AND I meet one of the one of the following superior academic achievement provisions: (a) class standing - Applicants must be in the upper third of their graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or School of Business Administration, based on completed courses; or (b) grade-point average (GPA) - Applicants must have a GPA of : - 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or - 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum: or (C) Honor society membership; Note: Membership in a freshman honor society cannot be used to meet the requirements of this provision. I have a combination of graduate level education and specialized experience both as described above and which when combined equals 100 percent of the qualification requirements of this position. Minimum Qualification [GS-5] A. I have one (1) year of specialized experience that was equivalent to at least the GS-04 level in the federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Examples of qualifying experience may include: 1) Develop and present a variety of interpretive programs including orientation talks, conducted walks, and demonstrations to a variety of public audiences or school groups; 2) Initiate or assist with development or revision of interpretive materials, such as brochures, guidebooks, handouts, and exhibits; 3) Operate a variety of audiovisual and other equipment used in connection with interpretive programs. (OR) B. I have completed a 4-year course of study above high school leading to a bachelor's degree with 24 semester hours of related course work-- natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. NOTE: Transcripts required. (OR) C. I have a combination of specialized experience as described in response A above and education as described in response B above. (Determine the percentage of qualifying specialized experience you possess and determine the percentage of qualifying education you possess. Add the two percentages together. The total percentage must equal at least 100 to qualify based on a combination of experience and education). You will receive credit for all qualifying experience, including volunteer experience. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the performance level of GS-7. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Education

PROOF OF EDUCATION: All applicants must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. Failure to submit transcripts will result in an ineligible rating. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
