Employee serves as a Financial Manager - Chief Financial Officer (CFO) within the Finance Department located at the Veterans Healthcare System in Fargo, ND. Recruitment and Relocation Incentives have been authorized.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The primary purpose of this position is to direct a program for the management of the financial resources which include internal financial auditing, accounts receivable and payable, payroll, cashiering, accounting, budgeting, managerial-financial analysis, employee travel and active participation in overall Medical Center planning and decision-making. Duties will include, but may not be limited to the following: Designs, establishes, and maintains integrated financial management systems, including budgeting, accounting, and managerial financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management. Analyzes national level programs, exceptionally large and complex programs; develops, recommends, and implements budgetary and financial policies. Develops proposals concerning alternative methods, sources, and timing of financing for substantive programs. Develops strategies for presenting budget for important substantive programs. Maintains and validates cost accounting data. Provides expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of accounting, budget, and financial regulations pertinent to systems development efforts or program operations. Supervises and assigns work to subordinate staff, reviews and evaluates work and performance. Plans training and development with staff. Recruits and hires subordinate employees. Uses supervisors, leaders, group coordinators, or committee chairs to direct, coordinate or oversee work; or provide similar oversite of contractors. Performs other duties as necessary. Work Schedule: Monday-Friday, 7:30am - 4:00pm. Work hours may be further discussed during interview. Basic Requirements: Applicants must meet one of the following to meet the Basic Individual Occupational Requirements for this Financial Manager, GS-14 position: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED) OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (CERTIFICATION REQUIRED); or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPT AND CLEAR DETAILS OF EXPERIENCE REQUIRED)??????? AND Specialized Experience: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience includes: developing, coordinating, and maintaining an integrated system of financial staff services to include accounting, budgeting and managerial financial analysis; ensuring financial transactions are in compliance with applicable regulations; planning strategic and tactical financial/budgetary plans; collecting cost distribution data to develop a cost accounting budget; providing comprehensive analysis of program accomplishments in financial terms; and performing various supervisory duties, such as leading and assigning work to subordinate staff. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work is principally sedentary. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
