Duties

Responsible for the development of concepts, policy, and plans to support departmental Crisis Management (CrM) programs. Provides expert level guidance and knowledge of CrM and continuity programs, and reviews, evaluates, and modifies plans and programs as required. Continually monitors operations to identify, develop and refine broad-based strategies to improve the overall effectiveness and efficiency of the mission and projects. Maintains domestic and global situation awareness of events 24/7 in order to identify emerging, ongoing, or escalation situations that may affect U.S. national interests and monitors and conducts notification, as required. Maintains awareness of location and responsibilities of identified Subject Matter Experts (SMEs)/decision makers with OSD in order to facilitate their participation in crisis response activities, as appropriate. Continually monitors operations to identify, develop, and refine broad-based strategies to improve the overall effectiveness and efficiency of the plans, processes, and procedures. This position requires shift work.

Qualifications

To qualify for an Emergency Management Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applies advanced management and organizational skills. Formulates, coordinates, and reviews operations and contingency plans, incident and contingency options for review. Accounts for for the development of concepts, policy, and plans to support departmental CrM programs. Possesses experience performing work in national security and/or international affairs in a program manager or team leader role. Plans, coordinates, and completes projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
