About the Position: Serves as an Equal Employment Specialist with FORSCOM, Office of EEO Programs at Fort Liberty, NC.

Duties

Performs program analysis and evaluations and conducts studies, organizational reviews and significant trends as they relate to EEO. Interprets DA, Department of Defense (DOD), and EEOC policies and procedures for FORSCOM Offices as they relate to complex discrimination complaints. Serves as EEO Specialist providing technical guidance and direction to the EEO programs. Develops and executes FORSCOM's Affirmative Employment Program (AEP) plan for the EEO program based on command needs and resources required to achieve measurable progress. Prepares annual multi-year reports by conducting statistical analysis of work force data, conducting problem and barrier analysis, and measuring progress of objectives and action items. Develops and implements policies and procedures to ensure a comprehensive EEO program is implemented at all levels within the command and advise commanders and their staff at all levels on the effectiveness of the program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret clearance.
  • TDY travel is required up to 25% of the time.
  • This is a Term position scheduled to last NTE 2 Years.
  • Term employment is subject to a one-year trial period.

Specialized experience: One year of specialized experience in 1) Conducting studies, research, and analyses to identify systemic problems and barriers to equal opportunity (e.g., under-representation of minorities, women, and individuals with disabilities); 2) Providing oversight in the execution of EEO programs to ensure compliance and alignment with established policies, plans, and objectives; 3) Developing strategic plans and methods to implement recommendations and resolution for issues adversely affecting EEO; 4) Communicating orally and in-writing to disseminate information and provide advisory services related to EEO (e.g., complaints process, briefings, drafting responses). You will be evaluated on the basis of your level of competency in the following areas: Analysis and ResearchCommunicationsInfluencing/NegotiatingProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
