The primary purpose of this position: serve as Criminal Justice Information Program Manager in the Department of the Air Force Criminal Justice Information Cell (DAF-CJIC), Law Enforcement Division, Strategic Plans and Programming Directorate, at a Field Operating Agency with responsibility for managing criminal justice information and associated indices for the AF.

  • Position is critical sensitive. A TOP SECRET security clearance with a Single Scope Background Investigation (SSBI) and other related suitability factors are required to occupy this position.
  • May be required to travel by military or commercial air to conferences, meetings or other functions away from the normal duty station in the performance of duty. The incumbent is required to drive a motor vehicle with an appropriate driver’s license.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
  • The incumbent is expected to adhere to the standards of professional conduct for LE personnel as outlined in the applicable OSI and A4S directives.
  • This position has been designated as a Testing Designated Position (TDP) under the Civilian Testing Program.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a developmental position; this position may be filled at the GS-12-Target-GS-13 grade level, or this position may be filled at the Fully Qualified GS-13 level based on the qualification of the candidate.
  • The individual selected for the GS- 12-Target-GS-13 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.
  • This is a Centrally Managed Position in the Administrative and Management Positions Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801 For GS 12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of complex investigative policies, principles, concepts, and practices; criminal and case law precedents; pertinent statutes and regulations such as the Code of Federal Regulations (CFRs) and Uniform Code of Military Justice (UCMJ); administrative and legal procedures; and requirements of various legal jurisdictions. Knowledge of a broad range of advanced investigative techniques, research methods, and analyses to conduct investigations where significant difficulties are encountered; select, adapt, and apply investigative techniques; overcome obstacles in gathering and interpreting evidence; and prescribe or recommend corrective action. Knowledge of rules of evidence, criminal procedures, and court decisions concerning admissibility of evidence, constitutional rights, search and seizure, apprehension, and detention of suspects and related criminal investigative and law enforcement matters. Knowledge of case adjudication, post-trial administrative process and appeal process. Knowledge of the relationships between federal agencies and the need for coordination with them or with other governmental jurisdictions that have an interest in a particular type of criminal case. Knowledge of, and skill in applying, a wide range of complex law enforcement and security disciplines, concepts, principles, practices, and requirements applicable to criminal justice information reporting and indexing requirements to include: Federal, DoD, and AF rules, regulations, instructions, practices, principles and procedures in regards to all facets of indexing of personnel; knowledge of law enforcement and personnel databases such as NCIC, NICS, DCII, NLETS (National Law Enforcement Telecommunications System), ARMS, DEERS, SFMIS, and how their institutional processes and operating methods perform a full range of indexing activities. Knowledge of statutory reporting requirements specifically, the Brady Handgun Prevention Act; Uniform Crime Report; SORNA; Crime Prevention Act; eGuardian; Security Clearance Information Act; Hate Crimes Statistics Act; Victim's Rights and Restitution Act; Lautenberg Amendment to the Gun Control Act; Fix NICS Act; NDAA 2019; P.L. 115-141; Sec 8106; P.L. 115-952; Sec 8105; and NDAA 2019. Knowledge of various legal jurisdictions, research methodologies, statistical analysis and business practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
