The primary goal of the VHA Supervisor Development Coordinator position is to broaden the depth and breadth of leadership skills and competencies for healthcare supervisors across all VHA facilities within each Veterans Integrated Service Network (VISN). The primary objective of the coordinator position is to provide consultation, facilitation, advice, expertise, and education of available developmental/training resources, including VHA-wide, for all supervisors within a health care facility.

Duties

Duties consist of the following, but are not limited to: Meets with national VHACO ILEAD supervisor development coordinator team & national work group POC to receive guidance on national and goals, objectives, and priorities for the VHA coordinator function for the fiscal year. Gathers data/reports (AES, service chief, ELT survey feedback, current HR Smart/PAID supervisor spreadsheet, etc.) and analyzes all national and organizational information on medical center supervisor performance in preparation for development of an annual facility supervisor-based needs assessment. Performs a facility developmental/training need-assessment based on input from all available prior year assessment resources. Conducts initial consultation with Executive Leadership Team (ELT) to determine competency /training developmental goals for facility supervisors and ascertains priorities for the supervisor development function at the medical center. Develops a facility supervisor developmental/training proposal to present to the facility Executive Leadership Team (ELT) for approval and implementation during the current fiscal. Analyzes new or proposed policy concerning supervisor development functions with specific emphasis ensuring compliance with OPM regulations and compatibility with the hospital mission. Hosts and facilitates annual supervisor kickoff/townhall meeting with ELT, Employee Experience & Workforce Service Chief, DLO, Service Chiefs and facility supervisors to disseminate an action plan on proposal implementation, including milestones, organizational goals, objectives, and evaluation criteria. Maintains the facility development/training resource hub functions for all supervisors within the facility. Track compliance of all mandatory supervisor developmental requirements established by the facility Deputy Director and/ or Chief of Employee Experience & Workforce Development. Develops, administers, advises on, and resolves supervisor development leadership and training policies, functions, and programs/projects. Guides and coaches' facility supervisors to develop self-assessments and create personal Individual Development Plan (IDP). Monitors and collects supervisor best practices throughout the implementation plan to be disseminated on the local and national COP and documented on the annual after-action review results. Conducts, collects, compiles after action reviews, feedback surveys, AES, and all other evaluation data associated with facility supervisor performance. Prepares and delivers annual reports to the Supervisor Development Coordinator National Program Manager and collaborate to accomplish leadership program goals and initiatives to include participation in strategic planning to assure proper implementation of Programs, initiatives, and policies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution. Training Instruction Series 1712 Individual Occupational Requirements Education: Undergraduate and Graduate or a subject area related to the position to be filled. or, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze/evaluate information, interpret guidance, and provide guidance; Develop and participate in the facilitation of training events; Prepare written and electronic reports; Participate in the development of the facility's developmental/training plan; Develop tailored curriculum and/ or syllabi annually; Perform program management and administrative work related to training; Organize and set priorities for development experiences; Develop metrics and measure development; Develop training programs; Provide instructional training in a face to face or virtual environment; Public speaking experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree. Preferred Experience: Experience providing instructional training in a face to face or virtual environment. Excellent written and verbal communication skills. Public speaking experience. Ability to work independently. Proficient with Microsoft Office (Power point, Excel, Word, Teams, etc.). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary and involves the use of typical office equipment (e.g., laptop, cellphone, , copiers, MiFi, fax machines, etc.). However, the work requires nationwide travel to attend meetings, coordinate program actions and, at times, to present briefings to large and small audiences. Some standing, walking, bending, and carrying of light items such as papers or files would be required which are customary physical demands of the position. There is light physical activity including pushing, pulling, reaching, stooping, and climbing stairs.
