The position is located in the Bureau of Global Health Security and Diplomacy, Office of Program Results, Impact Monitoring and Epidemiology, U.S. Department of State, located in Washington D.C.  You will serve as a Supervisory Public health Advisor, providing analytical expertise, advice and assistance regarding the planning, development, implementation, operation, administration, and delivery of the President's Emergency Plan for AIDS Relief (PEPFAR) programs. 

Duties

Supports the development and implementation of strategies to elevate health as a foreign policy priority and support Department and Embassy leadership to address international health issues, particularly related to achieving an AIDS-free generation. Manages, oversees and supervises staff consisting of Department direct hires, detailees of the U.S. Government agencies implementing PEPFAR and contractor staff. Plans work to be accomplished, sets and adjusts short- and long-term priorities. Participates in the development, coordination and dissemination of new or revised international HIV/AIDS policies and best practices with other Department offices and bureaus and USG entities engaged in implementing PEPFAR. Evaluates policy options proposed by external stakeholders, such as foreign governments, Congress, researchers, and members of non-governmental organizations, to improve global health and fight the global HIV/AIDS pandemic. Develops documentation and conducts senior level analyses of global health implementing agency perspectives to support the coordinator’s efforts to strengthen PEPFAR Congressionally mandated interagency program models.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities; knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings; knowledge of a specialized public health program; knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; and skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Examples of qualifying specialized experience include: • Public Health Advisor positions - providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities. • Public Health Analyst positions - conducting studies and performing other analytical work related to the planning, development, organization, administration, evaluation, and delivery of public health programs. In addition, qualifying specialized experience must demonstrate the following: -Experience providing oversight, coordination and development of policies related to infectious diseases, including HIV/AIDS.  -Experience analyzing and evaluating global health programs and activities and providing recommendations for improvement.  -Experience conducting prevention and treatment programs analysis and assessments.   -Experience preparing data, information and strategies related to public health threats and hazards.   There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
