You will serve as a Supervisory Mega-Project Project Manager for the Project Management Division of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SE. This interdisciplinary position will be filled a Supervisory General Engineer (0801) or Supervisory Architect (0808).

Duties

You will serve as a project management expert for the planning, design and construction execution of difficult and highly complex or controversial projects with far reaching scope and effect for the Navy, Marine Corps, and other Supported Commands. You will provide leadership and expert project management technical skills for project planning, budgeting, programming, engineering, design, contract procurement, and construction execution of shore facilities. You will review the work of others for conformance with applicable criteria to ensure safety, quality, cost effectiveness, and that congressional, environmental, and administrative constraints are not exceeded or violated. You will assign work to subordinates based on priorities, considering the complexity and requirements of the assignments, the type of work, existing workload, and the capabilities and capacities of the employees. You will identify training needs of subordinates, initiate on-the-job training, and recommend formal training necessary for professional development.

  • You must be a Professional Engineer (PE) or Registered Architect (RA) as outlined under the Qualifications section.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. In addition to meeting the Selective Placement Factor and Basic Requirement for series in which you are applying for, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Exhibiting mastery and expertise in applying advanced concepts, principles, and practices in project management to provide innovative recommendations and identify, coordinate, and integrate various engineering, architecture, and other related disciplines necessary to deliver expert advisory services and to accomplish cost-effective, high-quality design and construction activities; 2) Utilizing a wide range of advanced concepts, principles, and practices of engineering and architecture to resolve highly challenging and complicated issues and problems; 3) Providing consultative services on project management issues and the entire range of architectural and engineering activities for facilities construction; and 4) Leading, supervising, and/or managing others in providing professional facilities engineering or architectural services. Education

For the GS-0801: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

For the GS-0808: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
