The incumbent will be an employee of the VA Southern Nevada Healthcare System (VASNHS) and will function as a member of a Patient Aligned Care Team (PACT). Its purpose is to provide Health Technician support to the Community Based Outpatient Clinic (CBOC).

Duties

Duties include but are not limited to: The PACT Health Technician assists in patient care under the direct supervision of a nurse manager or designee. Receives and directs patients, answers routine inquiries and makes referrals. Provides general clerical/administrative support for the clinic. Gathers and records information needed to schedule, check-in, checkout, or admit patients. Obtains specimens from patients using established phlebotomy practices and meeting the requirements of accrediting agencies in the outpatient setting and per physician orders. Work Schedule: Full Time, Monday through Friday, Various Schedules Position Description Title/PD#: Health Technician (Specialty Services)~/PD593-04477-A, PD593-02893-A, and PD593-02085-A Physical Requirements: Good hearing and visual acuity are required. The work involves standing long hours, walking, bending, and reaching on a routine basis. The work requires the incumbent be mobile throughout the Medical Center as needed, involving standing, walking, bending, pushing, and lifting (moderate to heavy).The incumbent must be capable of prolonged standing/walking and be physically capable of pushing equipment, and escorting patients that maybe in wheelchairs and/or gurneys. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Health Aid and Technician Series, 0640 Individual Occupational Requirements Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. or Education and Training (For GS-5): Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. AND English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. AND In addition to the Individual Occupational Requirements and English Language proficiency requirements applicants must also qualify with Specialized Experience and/or Education: GS-05 Grade Level Specialized Experience: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge and skill sufficient to provide healthcare to patient's routine system dysfunctions/disorders in an emergency room emergency, clinic or ward. Incumbent is required to have basic knowledge of healthcare promotion and disease prevention. Skill in dealing with a large patient population of, adult, veteran and geriatric patients who may be difficult to communicate with due to their age, medication being taken, and the nature and extent of illness/injury, with tack and courtesy. He/ she would also be proficient in computer skills to support the daily use of the electronic medical record and other computer programs. Knowledge of patient care procedures. Knowledge of equipment used in a variety of procedures in order to select, setup, adapt, adjust, and operate correctly. Knowledge of environmental safety, security, and privacy of the patient and privileged information to ensure patient's safety and rights. OR Education: Applicants may substitute education for the experience required for the GS-05 level with 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. OR Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-06 Grade Level Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of anatomy, first aid and basic patient care. Ability to establish appropriate interpersonal communication in order to interview patients to collect information and data about current health status and the immediate need(s). Able to communicate findings orally and in writing that are clear and succinct. Ability to work effectively with a patient and/or family members that presents to their clinical appointment in crisis. Knowledge of medical terminology, drug terminology, equipment/ supply terminology, and skills sufficient to identify and use equipment and supplies properly. Ability to effectively communicate the equipment/supply use with other nursing, medical staff, patients, and family members. An understanding of disease and illness and skill sufficient to reinforce patient education already provided by the nurse. Reinforces instructions provided by the nurse as they relate to self-care at home. Serves as a patient advocate to patient and family members by reiterating the importance of compliance with the prescribed plan of care and having the nurse re-educate as needed. Knowledge of electrocardiography (ECGs), and vital sign equipment. Knowledge of specialty clinic technical equipment to troubleshoot and identify abnormal measurements and to implement appropriate steps to provide for patient and employee safety. Working knowledge of priorities and eligibility for outpatient care, medical terminology, and the operation of our VISTA and CPRS programs. Skilled in VA intranet, emails programs including Outlook, Microsoft Word, and Teams, CPRS and VHALAS VAMC downtime paper documentation system. OR Education: Applicants may substitute education for the experience required for the GS-06 level. Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. GS-07 Grade Level (Full Performance)Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of the various services within the health care system and it's divisions, and the policies and procedures of each unit as they relate to benefit programs. Must be knowledgeable in regard to scheduling/admissions/discharge, transfer, patient processing, etc., and availability of contract services. Broad working knowledge of all hospital departments and services of the VA Southern Nevada Health Care System, the services they offer, and the most expeditious method to refer clients to the various department and services to effectively respond to patient care needs and in support of professional staff to whom assigned. Skill in communication and interpersonal relations, including the ability to relate to Internal and external customers appropriately and courteously. Knowledge of age specific care, as identified in the age-specific competencies, including knowledge if changes associated with aging and principles of growth and development relevant to the adult and geriatric age groups; and ability to identify age specific needs and reacting to these needs in order to provide nursing care intransit. OR Education: I possess One full year of graduate education meets the requirements for GS-7
