This position is located in the Child Nutrition Program of the United States Department of Agriculture. As a Lead Program Analyst for Child Nutrition Programs, you will be responsible for policy development and implementation; program and policy analysis; program monitoring and oversight; developing and disseminating technical assistance and guidance materials; developing training materials; operational administration of a Federal Nutrition Assistance Program; and/or program data analysis.

Duties

Serves as a Lead Program Analyst in the Child Nutrition Program (CNP) of FNS. The Team Leader reports directly to the Branch Chief and is responsible for assuring that the work of the assigned team is carried out. Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job. Works with, understands, and evaluates technical information related to the job; advises others on technical issues. Identifies problems; determines accuracy and relevance of information. Uses sound judgment to generate and evaluate alternatives, and to make recommendations. Produces written communication in a clear, concise, organized, and convincing manner for the intended audience. Expresses information to individuals or groups effectively and makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Experience evaluating data and/or financial documentation for trends and issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify, applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as: Interpreting regulations and polices to ensure compliance with Federal nutrition assistance program or Federal social service program requirements. Writing regulations, policy memorandums or guidance with supervisor support. Providing technical assistance to State or local entities administering a federal nutrition assistance program or Federal social service program to ensure compliance with program requirements; and Utilizing program evaluation methods to identify issues with a federal nutrition assistance program or Federal social service program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
