This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Program Services, Career Management Division (CA/PPT/S/PMO/CM).

Duties

Provides expert guidance and leadership in ensuring the effective career development of employees concerned with the adjudication of passport applications submitted by the general public under the provisions of immigration and nationality laws. Develops and delivers instruction of a nationwide training program in the areas of citizenship and nationality, international passport fraud, identity theft, and related areas with the goal of protecting the integrity of the U.S. passport. Coordinates the planning, development, and delivery of a variety of training workshops for senior and mid-level Passport Services management. Serves as the point of contact within the assigned region for training related to adjudication, citizenship, and nationality laws and regulations, management skills, leadership skills, fraud detection, instructional design, and needs assessments. Conducts needs assessments of organizations throughout Passport Services in order to identify issues affecting operations and/or morale.

Requirements

  • U.S. Citizenship is required.
  • Incumbent will be subject to random drug testing.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Specialized Experience: GS-12:  Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Qualifying specialized experience must demonstrate the following:  Experience with the legal and regulatory provisions governing U.S. citizenship and nationality. Experience with adult learning theories, principles, methods, and practices to provide advice and assistance to management in designing, developing, and delivering training. There is no substitute of education for specialized experience for the GS-12 position. GS-13:  Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience may have been gained in work such as developing, examining, investigating, adjudicating, or authorizing claims arising under the immigration and/or nationality laws of the United States. Qualifying specialized experience must demonstrate the following:  Experience planning and coordinating training to provide passport services employees with core competencies needed to perform the full range of passport functions, i.e., the laws, regulations, policies, systems, and operations related to the issuance of passports and other citizenship registration/certificates. Experience managing a training budget. There is no substitute of education for specialized experience for the GS-13 position.
