The primary purpose of this position is that of the Chief of Procedures and Funds Control Branch, and as such, is responsible for planning, organizing, managing, and directing financial activities for the Air Force Reserve Command.

Duties

Plans, organizes, and directs the activities of the Procedures and Funds Control Branch, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities to include personnel and position management, equal opportunity, security, and safety. Represents Directorate with a variety of Command and functional area organizations. Manages the development and maintenance of the Command's financial management procedures and structures to control funds appropriated for support of nationwide Air Force Reserve programs; reviewing and interpreting legal and regulatory constraints, policies, and directives imposed by Congress, OSD, HQ USAF, and Defense Finance and Accounting Service-Denver Center, on cases which appear to be questionable, Plans, develops, and selects new techniques and procedures used by subordinates.

  • Directs the development and publication of new and revised AFRC budgetary policy and procedural guidance and the issue of funding documents received from HQ USAF
  • To subordinate funding points and control throughout the year of funds appropriated for HQ AFRC until appropriation lapses; and the issue of quarterly expense and obligation authority under each applicable appropriation .
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of structure, programs and work methods of organization's for budgeting work. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies and guides. A detailed, intensive knowledge of MAJCOM, installation and organization budget policies, precedents, regulations, and guidelines. Knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of the laws and regulations governing budgeting procedures. 2. Knowledge of safety and security regulations, practices, and procedures 3. Ability to plan, organize work, and meets deadlines 4. Ability to communicate effectively, both orally and in writing 5. Skill in the design and development of programming procedures and specifications 6. Ability to analyze and interpret financial reports, schedules, and statements 7. Knowledge of financial management systems and concept 8. Knowledge of generally accepted budgeting principles and standards 9. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively complete assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
