These positions are for Traffic Management Specialists with the Office of Logistics and Acquisition Operations, Division of Logistics Services, Transportation Management Branch (TMB) within the Office of the Director, NIH. Duties

The responsibilities of this position include: Planning, directing, and managing transportation operations in support of NIH activities. Performing analytical functions, to include responsibility for studying, analyzing, and evaluating methods to improve the efficiency of transportation operations; determining data requirements and making recommendations for the automation of transportation administrative operations and systems. Analyzing, developing policies and procedures for, and managing the shipment of material in many diverse freight classifications to both foreign and domestic destinations, involving a variety of modes of transportation, (air, motor, water and rail). This may include the shipment or transportation of live animals, time-sensitive correspondence, laboratory supplies, delicate scientific or office equipment, scientific and biological research materials and samples, chemicals, gases, hazardous substances, and a wide variety of general freight items. Developing transportation policies for handling, packaging, and movement of hazardous cargo worldwide by surface and air.

Qualifications

In order to qualify for a Traffic Management Specialist, GS-2130 position at the GS-09 level, you must have: A. completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or JD., if related. Degree major must have been in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position; OR B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Reviewing documents and procedures to ensure compliance to traffic management regulations; assisting in transportation or traffic studies; gathering transportation cost data; and determining the best route for shipments; OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Traffic Management Specialist, GS-2130 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Degree major must have been in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice and guidance on transportation management program requirements; performing transportation studies and analyzing transportations costs; maintaining the management and maintenance of a vehicle fleet; and arranging for the shipment of diverse items falling within many freight classifications to domestic or foreign destinations; OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Traffic Management Specialist, GS-2130 position at the GS-12 level, you must have 1 year specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and implementing transportation operations in support of organizational activities; providing advice and guidance on transportation management program requirements; evaluating the effectiveness of shipment and transportation programs; developing transportation plans to support a particular program or function; arranging for the shipment of diverse items falling within many freight classifications to domestic or foreign destinations.
