About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 1st Information Operations Command, Ft. Belvoir, VA. This position is being filled on a permanent basis.

Duties

Serves as the Technical Director for the 2D Battalion, 1st Information Operations Command (1st IO Cmd) Red Team Detachment. Provides advice and makes recommendations as an authoritative leader in the cyber security, networks, and network operations arena. Recommends solutions to the most difficult security problems in existing systems and systems development. Develops and maintains a five-year plan addressing emerging red teaming cyber security trends and recommending tactics and initiatives to ensure the Red Team remains proactive and effective. Recommend and support implementation and execution of new red teaming programs in response to new and emerging national security initiatives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One-year supervisory probationary period may be required.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • In accordance with Chapter 3, AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain Top Secret clearance.
  • This position requires professional certification under DoD Directive 8570.1, "Information Assurance Training, Certification, and Workforce Management."
  • Per the Directive's implementing manual, DoD 8570.1-M, "Information Assurance Workforce Improvement Program," personnel selected for this position will be required to be certified as IAM III within six months of the appointment date.
  • There are many short-suspense actions and pressures of time from nearly all contacts contribute to heightened demands on the incumbent.
  • Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Staff may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

To qualify based on your experience, your resume must describe {Insert time-based requirement if applicable, ie, one year of} specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by planning, developing, and implementing security programs, and advanced technical information security solutions; Develop strategic plans for organization wide implementation to address operations of client services, product support, quality assurance, and information security training; Advance level experience with MetaSploit; Experience with application layer assessment tools, such as local proxies and fuzzers; Technical experience in System and Network Analysis, Intrusion Detection, Malware Analysis, Data Lost Protection (DLP), Web Application Firewall (WAF), zScaler, Forensics, SIGINT, Offensive Security, NIST 800-50/53/115, FIPS-140/199/200; Proficient in Hacker methodologies; Demonstrated leadership ability; Previous experience with Red Team/Offensive/Defensive Cyber Operations; Experience leading multicompo teams in varying levels of interactive and/or cooperative military operations.
