About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Sill, OK Network Enterprise Center.

Duties

Install supervisor circuits, circuit plates, switches, fire repeater, trunk repeaters, power panels, connecting blocks and other components. Identify telephonic communications systems equipment and circuitry requirements to support telecommunications systems networks. Install and maintain various types of telecommunications equipment. Gather information from customers and on-site surveys, then create work orders in the Telephone Management System (TMS). Contact appropriate facilities for equipment checks and reestablishing interrupted circuits.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Three-year probationary period may be required.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
  • Employee may be required to use cellular telephone and maintain a working telephone at all times.
  • The incumbent is required to work overtime, other than normal duty hours, which may include evenings, weekends, holidays, and call-back, and emergency shift work.
  • This position has been designated "Mission Essential." The incumbent is required to report to work or remain at work as scheduled.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter .
  • Incumbent must sign statement acknowledging this is an Excepted Service position that does not confer competitive status.

Specialized experience would be demonstrated by installing, maintaining, and testing fiber optic telecommunications and copper cables in outside plant facilities, to include aerial and underground buried pathways; installation of fiber and copper cabling and troubleshooting copper digital and analog phone systems; Interpreting work orders and trouble reports to determine location of terminal and cable circuits; utilizing telephone trade tools, installers' test set, voltmeter circuit transmission tester and other testing equipment. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
