The incumbent will be responsible for supervising and conducting comprehensive labor/employee relations and performance management programs for the Justice Management Division, Office, Boards and Divisions of the US Department of Justice (DOJ).

The duties and responsibilities of a Supervisory Human Resources Specialist (Labor/Employee Relations) generally include, but are not limited to, the following: Supervises a group of employees performing work at the GS-13 and GS-14 level. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Plans, directs, and administers interrelated and interdependent employee relations program operations on a national level. Drafts new DOJ policy statements, or revises existing policies and regulations, covering employee relations areas. Conducts studies designed to improve existing labor relations programs or to develop solutions to exceptionally difficult or complex labor relations operating problems. Prepares members of the management team for contract negotiations by providing contract interpretations on straightforward contract provisions.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.

Qualifications

To qualify for the position of Supervisory Human Resources Specialist (Labor/Employee Relations) at (GS-0201-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-13), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience: For the GS-14, you must have one year of specialized experience at the GS-13 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Performing policy or operations work in the HR specialty areas of Employee Relations or Labor Relations. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 09/27/2023.
