You will serve as a Firefighter in the Fire and Emergency Services Department of NAVAL SUPPORT ACTIVITY CENTER CUTLER.

Duties

You will administer cardiopulmonary resuscitation (CPR) and automatic external defibrillation (AED) for a patient. You will check new fire protection systems or equipment to verify correct installation and performance. You will collect initial hazardous materials response information from hazardous materials safety data sheets, United Nations/North American (UN/NA) identification numbers, or placards. You will drive a firefighting vehicle (e.g., pumper, aerial ladder truck, rescue truck, brush truck, quick-attack vehicle, airport rescue fire fighting vehicle) to the scene of a fire.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • The employee is required to report for duty during natural disasters and other emergency situations as directed by the Fire Chief.
  • The employee must wear a uniform and safety apparel in accordance with established policies and procedures.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.

Qualifications

For GS-05 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Controlling or extinguishing fires as a member of an organized military, industrial volunteer, governmental fire department brigade; 2) Performing rescue operations; 3) Detecting, reducing, or eliminating potential fire hazards; 4) Operating fire communications equipment; 5) Controlling hazardous materials incidents. ***The GS-05 position requires the incumbent to possess the following certifications: Firefighter I and II, HAZMAT Awareness and HAZMAT Operations. These certifications must have been awarded by DoD, IFSAC or ProBoard to meet the requirement. If you do not possess all of the above certifications you will be rated ineligible. Copies of Certifications MUST be submitted with your application.*** For GS-04 level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. In accordance with NFPA 1582 and Office of Personnel Management (OPM) standards. Firefighters must be physically fit at all times in order to perform the duties of their position to the best of their abilities. As such, all operationally based 0081 series employees shall participate in a Wellness and Fitness Program established by their Fire Department, in order to maintain a level of health and fitness necessary for performing their job functions. Physical Demands The duties of this position are physically demanding and require a physically able employee. Ability to lift and move heavy objects, such as charged fire hoses, fire extinguishers, equipment, incapacitated persons, and litter patients. Must be able to wear protective clothing, such as firefighter ensembles weighing 50 - 60 pounds. Climbs ladders and works at various heights. The work requires above average agility and dexterity. To meet these demands, physical fitness training is required on more than a weekly basis as reflected in department guidance and instruction. Required physical training will be completed during duty hours and on each available shift. Work Environment Employee is exposed to out-of-control fires, HAZMAT spills, or possible explosions. May suffer from burns, dehydration, and other effects of heat; smoke inhalation, heavy protective clothing, falling materials, or explosions. Subject to physical injury and sensory damage from firefighting activities, exposure to HAZMAT and high noise levels. Must deal with victims in emergency situations that may be in varying stages of fright, panic, injury, and shock. May be exposed to infectious disease. There may be hazards while operating or riding fire trucks at high speeds under adverse conditions. The employee works outside in all types of weather conditions.

In lieu of specialized experience, the following education may be substituted to meet the minimum qualifications requirement:

For GS-05 level:

Successfully completed a 4-year course of study in an accredited college or university in Fire Training, Fire Science, or another related field of study leading to a bachelor degree.
OR
A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

For GS-04 level:
Successfully completed a 2-year course of study in an accredited college or university in Fire Training, Fire Science, or another related field of study.
