This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is subject to organizational compensation limits as identified in the organization's CCAS business rules or separate compensation management strategy.

Duties

Provide support in the development of overall functional and systems requirements and specifications for IT systems. Exercise functional control in developing, coordinating, and implementing modernized services for the user community. Coordinate with the contractor in the quality of performance output to ensure compliance with Army/DoD standards, policies, and procedures. Provide support in the development of overall functional and systems requirements and specifications for IT systems. Conduct analyses and recommend the resolution of complex issues concerning the IT issues that affect IT services and equipment. Identify training requirements, review and provide comments on the contractor's training plan.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position requires Temporary Duty or Business Travel 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • Position requires a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to the competencies: I have one year of specialized experience equivalent to the next lower grade level (NH-01/GS-04) in the Federal Service which includes experience in: 1) Applying analytical processes to the planning, design, and implementation of new and improved information systems to meet business requirements of customer organizations; 2) Providing technical expertise to assist in determining compatibility, integration, and requirements for IT systems; and 3) Assisting with preparing and planning development, testing, and implementation schedules.
