The primary purpose of this position is to serve as the Contracting Officer Representative (COR) responsible for establishing evaluation and inspection criteria to ensure compliance with all applicable DOD, AF, and Major Command (MAJCOM) directives, instructions, Special Interest Item (SII) as well as local standards and guidelines.

Duties

Serves as the technical quality assurance expert for Transportation Management functions to ensure the Eglin Operations and Maintenance Services (EOMS) contractor provides services IAW contract requirements As, the Quality Assurance (QA) technical advisor for logistics, this position will assist supervision at all levels to resolve quality problems, develop corrective action strategies and enhance the overall quality of logistics processes Interfaces with personnel within agency and high-ranking officials to discuss problematic issues, solicit feedback/expectations, and determine changing mission support requirements Responsible for analysis of contractor and government customer satisfaction surveys, mission Impact, and complaint systems ensuring accuracy, responsiveness, and problem resolution

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2100/transportation-specialist-series-2101/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have 1 year within 120 days of closing of this announcement, at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing quality assurance through conducting a broad range of oversight functions for Transportation Management, performing work involving studying and evaluating operations and maintenance activities as wells as working with government furnished property. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of policies, principles, and practices to transportation programs; i.e., freight, cargo movement, vehicle operations, and/or the movement of passengers. The work requires considerable skill in applying transportation functional knowledge to plan for complex work assignments and/or to identify, analyze, and resolve transportation issues or problems. 2. Knowledge of established procedures and techniques for measuring compliance; skill and ability necessary to evaluate performance; ability to document results, calculate trend analysis interpretation and perform follow-up evaluations to ensure corrective action and knowledge of procedures and precautions to be taken in the maintenance and operation of equipment, and in the storage and movement of supplies, to ensure required security, safety and environmental standards are met 3. Knowledge of a wide variety of trades and crafts skills in any of the following fields; vehicle maintenance, vehicle operations, freight/cargo, supply and fuels activities, Transportation operations and their associated policies, concepts, principles and practices in order to effectively evaluate contractor's performance and recommend changes in operational methods, equipment, and or procedures. 4. Ability to communicate effectively both orally and inwriting. 5. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of diverse, customer-oriented programs. 6. Ability to work with various computer programs such as EXCEL and ACCESS to perform the development of individual information retrieval products that will assist in performing quality review of the operations. Experience manipulating computer programs, files, etc.; and possesses the ability to translate data requirements to other specialists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
