Positions are being filled in the Northern Region, Region 1. Incumbent serves as Recreation program manager responsible for strategic planning; program and budget development; and coordination of all aspects of recreation management on the unit including developed and dispersed recreation, wilderness, wild and scenic rivers, trails, special uses, and related programs. Duties

Duties listed are at the full performance level. Develop annual program of work and budget that is aligned with the forest plan for the forest recreation program. Review ranger district recreation programs to ensure compliance with laws, regulations, and Forest direction. Collect data to analyze program needs against available funds to maintain a balanced budget and ensure forest plan objectives and recreation program targets are met. Develop and coordinate recreation plans on the forest including site specific projects and landscape level analysis to include as input in the forest land and resource management plan. Evaluate adequacy and effectiveness of the forest recreation program. Facilitate an interdisciplinary approach to the development of long and short range management plans and operating programs. Analyze and recommend priorities and adjustments based on regional direction, rate of progress, resources, costs, emergency situations, and other factors which influence short-range programming. Draft policy, technical guides, standards, and methods for recreation management for use by ranger districts and subordinate staff. Serve as a consultant and advisor to district personnel in administration and management of their recreation programs. Review overall activities and objectives for forest recreation management program to ensure they meet present and future demands and to prevent degradation of ecosystems. Ensure the intent of the National Environmental Policy Act (NEPA) is met by preparing environmental analysis reports and evaluating other statements of proposed recreation resource action. Administer recreation special use program by organizing and conducting training, providing advice on difficult or controversial cases, and reviewing special use permits. Prepare and negotiate special use permits for controversial, sensitive, or precedent setting cases. Evaluate district or other staff program recommendations and modifications for conformance, soundness, and integration with other resource activities to make recommendations to Line Officers. Performs supervisory duties 20% or less of the time.

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following: Provided program input into a natural resource management planning process for work plans on wilderness, trails, recreation, and special uses activities; Participated in the development of long and short-range plans of wilderness, trails, special agency uses and recreation resources for Unit guidelines and direction; and/or Communicated management practices, rules, and regulations to the public for education on wilderness, trails, special uses and recreation activities. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- Combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as one or more of the following: Collected data, analyzed program needs, and recommended action to maintain a balanced budget for the unit's programs; Provided expertise and advice in the administration of wilderness, recreation, trails, special uses, and related programs and management activities; and/or Reviewed and monitored recreation, wilderness and related management activities, recommending ways to achieve goals and objectives, and reporting accomplishments. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
