This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located on Fort Bragg NC with Directorate Of Public Works Operations & Maintenance Division. This position serve as a working leader of several employees in the accomplishment of air conditioning equipment and HVAC repairs.

Duties

Serve as working leader of employees in the accomplishment of air conditioning equipment and HVAC repairs. Passes onto other workers instructions received from supervisor and starts work (e.g., by assigning the immediate tasks). Performs the full range of work involved in the maintenance, repair and installation of industrial and domestic air conditioning units and related equipment and systems. Install, maintain, repair and replace low pressure steam and hot water circulating boilers, warm air furnaces, hot water heaters and related equipment, which are gas and fuel oil fired, or are supplied by high pressure steam lines. Install, repair, and replace electrical service components that involve disconnects, starters, circuit breakers, fuse panels, conductors, conduits and enclosures that serve various HVAC equipment. Conduct preventive maintenance inspections on heating and air conditioning systems areas in accordance with locally developed plan.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Employee must possess and maintain a valid state driver's license.
• Employee is required to successfully pass physical examination as required by Federal and Office of Safety and Occupational Health Administration guides.
• This position is designated as essential during inclement weather.
• Employee must possess and maintain a Universal (type I, II, and III) Certification as required by 40 CFR Part 82, Subpart F and be familiar with recovery techniques and procedures.
• This position requires the employee to serve as an Environmental Compliance Assistant and obtain and maintain current training.
• One year probationary period may be required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Air Conditioning Equipment Mechanic Leader ~ without more than normal supervision. I can perform tasks such as servicing refrigeration and air conditioning power sources by tightening connections, insulating exposed wires, cleaning and lubricating moving parts, and replacing items such as belts, fans and fuses; replacing major portions of various cooling units, such as compressors, condensers, expansion valves, float and service valves, thermostats, coils, and drive assemblies. I am able to estimate material and manpower needed for specific jobs and ensure stock is obtained from supply locations; explain manuals, procedures, policies, and other directives; instruct subordinates to follow supervisor's orders and meet deadlines; train subordinates on standard maintenance and repair procedures; demonstrate proper work methods; and check work in progress and when finished for compliance with supervisor's instructions, procedures, and methods. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort - Frequently works in awkward positions, cramped areas or hard to reach places. Work involves frequent bending, reaching, crouching, standing and arm movement. Mechanic carries and sets up parts and equipment that weigh up to 50 pounds. Often lifts and moves heavier items with the assistance of other workers and lifting devices such as hoists, pulleys or cranes. Working Conditions - Work is performed inside and occasionally outside; shop area is heated and adequately ventilated; floors are concrete and grease, dirt and dampness is frequently encountered; area is noisy; variable temperatures occur when working in cold storage areas. Subject to possible injuries such as strains, sprains, cuts, bruises and electrical shock from hand and machine tools and dropped units and equipment. Frequent exposure to refrigerant gases and exhaust fumes. Follows numerous safety procedures and is required to wear protective gloves, goggles, mask, ear plugs, shoes or other safety clothing and equipment appropriate for the position.
