This position is part of the Loan Programs Office, Department of Energy. As a Supervisory Loan Specialist (Commercial), you will be planning, organizing, and directing the day-to-day work of the Portfolio Reporting and Data Control branch in the Portfolio Management Division.

As a Supervisory Loan Specialist (Commercial), you will:

  • First time supervisors will be required to serve a 1 year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • Occasional travel may be required.
  • This position is not included in a Bargaining Agreement.

Qualifications

BASIC REQUIREMENT: This Series 1165 has an Individual Occupational Requirements which is as follows: Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. OR Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Overseeing the technical and financial aspects of portfolio reporting and data control for a clean-energy loan portfolio of $18 billion or more. Tracking and reporting on risks at the portfolio level to identify trends and detect shifts in the risk characteristics. Understanding and having experience with subsidy re-estimates for federal loan programs. Collecting and maintaining data necessary to perform portfolio management activities in an efficient and professional manner. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) The Individual Occupational Requirement for this position is: Loan Specialist Series 1165 (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
