This position is located in Washington, DC at the National Cemetery Administration (NCA), Office of Finance and Planning, Improvement and Compliance Service (ICS) 42D. The incumbent serves as a lead analyst with responsibilities that include managing a broad range of complex projects and studies related to the review and improvement of major programs within NCA.

Duties

The position will manage a broad range of projects and assignments that have national impact. Work with and support a wide variety of Departmental and NCA staff and managers in the Field and Central Office to ensure that NCA meets the requirements of the Government Performance and Results Act of 1993; 0MB Circular A-123, Management Responsibility for Internal Control; and the Federal Managers Financial Integrity Act (FMFIA) in 1982. Ensure that policies, processes, systems, training materials, handbooks, and directives are in place to: support, manage, and improve programs and projects led by ICS. Many of these policies and directives will support managers throughout NCA in taking systemic and proactive measures to develop and implement appropriate and cost-effective internal controls and process improvements to improve organizational performance and long-term sustainability. Perform compliance audits/reviews designed to: assess the adequacy of internal controls within all NCA programs and operations; identify and implement needed improvements or corrective action plans; and report the adequacy and effectiveness of programs and operations to NCA and VA leadership. Provide quantitative and qualitative analyses and advice on internal control and risk management issues, especially as issues relate to management policies and processes in assigned lead areas. Expert role includes design and performance of management surveys, reviews and research projects. The incumbent provides advisory services on a wide array of controls and risks in order to ensure efficiency, effectiveness, and compliance with all governing laws, rules, and regulations. Identify and lead improvement projects, providing NCA senior leaders with objective data and recommendations to support: systematic corrective actions to improve performance; best practice sharing among NCA work units; identify and adapt innovations to improve key NCA work and support processes. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. QRFs are competencies or skills and experience that are expected to enhance performance in a position. To receive credit for a QRF, your resume must detail the experience you have relative to the following: Knowledge and application of Baldrige Performance Excellence Framework (Baldrige PEF) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Thorough knowledge of the: principles; theories; analytical; and evaluative techniques needed to systematically examine, assess, and evaluate the management controls, policies, practices, and risks impacting the effectiveness and efficiency with which organizational operations and programs are conducted. Evaluative and analytical techniques include, but are not limited to, the Baldrige Performance Excellence Framework, Lean, and Lean Six Sigma.
