The primary purpose of this position is to serve as an Attorney-Advisor in the Civil Law Division for the Air Force Global Strike Command (AFGSC) Office of the Staff Judge Advocate.

Duties

As assigned by AFGSC/JA and without direct supervision, accomplishes research and writing on specialized projects in many widely varied areas of civil law, which often require an exceptionally high level of legal training and experience. Serves as a principal advisor to the AFGSC/CC, the Staff Judge Advocate and headquarters staff in matters of general law, focusing on information and privacy law and related areas; AND Legal counsel for acquisition programs. Assists the Staff Judge Advocate in carrying out responsibilities in matters pertaining to general law, focusing on ethics and related areas, including the Joint Ethics Regulation, general officer and spouse travel, gifts to the Air Force, and post-government employment, among others. Recognized throughout AFGSC as a subject matter expert within the areas of labor relations law, standards of conduct, and military and civilian personnel law. Researches, interprets, analyzes, and applies the laws, regulations, and policies applicable to real property, TFII, BRAC, and MHPI programs.

  • Five years of relevant experience or an advanced law degree in any subject demonstrating the ability to master difficult and complex areas of specialty with the law is desired

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). NOTE: You must submit a copy of your transcripts. In addition to the above requirement: Professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, includes mastery of and skill in applying concepts, principles and practices pertinent to the practice of an advisory attorney in a complex, multi-functional military command. The required level of knowledge not only enables the incumbent to address the full range of commonly-encountered administrative law issues, but also to extend precedents and established policy to address issues not treatable using standard means, and to contribute substantively to the Command's knowledge base to establish benchmarks and facilitate efficient/effective handling of similar issues in the future. Recent and significant experience interpreting and applying employment, contracting, fiscal and environmental law and dealing with ethics issues is extremely important. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A law degree from an accredited law school and admission to the bar of a state or the District of Columbia. Ideally, the incumbent will have completed the requirements of an advanced legal degree, in any subject matter, as demonstration of ability to perform the special skills required for this challenging work. Professional knowledge of labor relations law and institutions, including but not limited to military and civilian personnel law and regulations, the National Security Personnel System (NSPS) and Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC). Professional knowledge of Federal Government contracting procedures, as well as applicable legislation, regulations, and guidance, including but not limited to the Federal Acquisition Regulation (FAR). Professional knowledge of ethics law (to include the Joint Ethics Regulation (JER)), the Freedom of Information Act (FOIA) and the Privacy Act (PA) sufficient to competently advise senior decision makers at Command level. Professional knowledge of the varied legislation, regulations and guidance, including but not limited to the Federal Property and Administrative Services Act, as amended, the Surplus Property Act, as amended, Federal Property Management regulations, and Department of Defense and Air Force issuances used in providing legal services involving federal real and personal property transactions. Knowledge of theories, principals, and techniques of legal research, general legal resource materials, and the skill to apply this knowledge; as well as a thorough understanding of the electronic, e.g., computer-assisted, web-based, research tools available to ensure access to comprehensive and current information. Highly skilled in written and oral advocacy, possessing superior negotiation skills, and capable of rational, logical thinking sufficient to prepare and present written briefs and oral arguments on behalf of the USAF, to protect the interests of AFGSC, to recognize, analyze, and segregate various legal aspects of complex factual situations, to write concise legal opinions, and to explain complex legal principles and recommend appropriate actions. Ability to plan, organize work, and meet deadlines with minimal required supervision. Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
