This position is located in the Veterans Integrated Service Network (VISN) 15 Office in downtown Kansas City, Missouri. The incumbent functions as the Veterans Equitable Resource Allocation (VERA) Coordinator and Administrative Officer, and reports directly to the VISN 15 Executive Assistant to the Network Director. This position is NOT a remote or virtual position.

Duties

Duties include but are not limited to: The incumbent serves as an advisor to the senior management officials of VISN 15. The financial responsibilities of the VISN include the operations of all VA medical centers, VA- operated outpatient clinics, contractor-run community based outpatient clinics, and community service providers. The incumbent monitors the VERA processes across all VISN 15 facilities, coordinates activities of facility level VERA program activities, and performs necessary actions. The incumbent establishes a VISN management information system that ensures the capture of cost, workload, and VERA data and provides the information in a format that is useful to the VISN Director and various councils for evaluating resource utilization and VERA performance for VISN 15 medical centers. Provides guidance in the implementation, management and evaluation of VERA oversight programs. The incumbent recommends and monitors the implementation of program standards and criteria. Develops databases that support benchmarking of data including financial data, patient populations and workload. Incumbent conducts special studies and analyses as requested including feasibility studies, cost/benefit analyses, FTEE/productivity analyses, case mix analyses and submits findings, results and recommendations in a timely, concise and accurate manner. Develops and implements mechanisms and databases for PC-based and mainframe-based operations to permit program assessment, oversight and performance management by the Network staff and Facility VERA Coordinators. Works with Network and facility staff to define data elements and information analysis strategies. He/she extracts data and prepares reports and summaries. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a Gs-12 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with medical procedural nomenclature and terminology, health care record and coding processes to accurately assess, analyze, evaluate and facilitate best practices in medical record coding. Experience with documentation, and subsequent impact upon reimbursement, qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience in conducting studies, analyzing findings and making recommendations on substantive operating programs. Experience in understanding changing health care trends, performance analysis, resource allocation, health policy development and implementation. Possess excellent interpersonal skills necessary to communicate effectively with high-level management and professional personnel. Plans, organize, and coordinate work where there are diverse demands and short deadlines. Manages time and set priorities and objectives. Works independently and develops innovative strategies to exceed organizational goals and objectives. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
