About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, Georgia. This position will be filled on a permanent basis.

Duties

Serve as a senior financial analyst for the Training, Support, and Operations Team within Resource Management Directorate (RMD) of Army Cyber Command (ARCYBER). Serve as Career Program and Workforce Proponent Manager for Career Program (CP) 11, and the Comptroller and Military Occupational Specialty, Branch Code (BC) 36A and 36B. Assist the RM Director in providing oversight of a military, civilian, and contractor workforce to execute financial management planning and current operations integration. Represent senior directorate leaders during battle rhythm events. Provide expert-level advice on career financial management, crisis action planning, continuity of operations, task management, manpower utilization, and staff operations. Assist the Directorate in developing standard operating procedures, documenting current processes, developing new processes, and improving processes. Act as the principal civilian advisor to the Director on all aspects of operational planning, CP11 workforce planning, tasking, sensitive activities, manning, and front office management. Provide expert advice on professional education, financial management training, development, assignments, and certification for CP11 and BC36 personnel within ARCYBER. Responsible for the operation of CP11 and BC36 to create, plan, develop, coordinate, implement and evaluate career management programs for the education and development of financial managers. Develop and seek expansion of Army Civilian Training, Education and Development System (ACTEDS) training opportunities for CP11 personnel Army-wide.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One year supervisory probationary period is required unless already completed.
  • Must be able to obtain Level 3 Financial Management Certification.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Temporary duty travel may be required approximately 25% of the time.
  • Must be able to obtain/maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.

Specialized experience would be demonstrated by providing analysis of budget submissions for a balanced multi-year funding program for a component level command; ensuring organization budget formulation and execution meets financial and budgetary concepts, principles, practices, laws, regulations, and policies to comply with Service Component, Department of Defense, Office of Management and Budget and Congressional formulation requirements; utilizing a financial planning/budgeting process (i.e. Planning, Programming, Budget, and Execution) to manage, control, coordinate and execute appropriation funding sources (i.e. Operations and Maintenance Appropriations; Research Development Test and Evaluation, Development, Test, and Evaluation Appropriations; and Other Procurement, Army Appropriations); demonstrating expert financial management knowledge to create, plan, develop, coordinate, implement and evaluate career management programs for the education and development of financial managers.
