This position is located at the Office of Asset Enterprise Management (OAEM) in Washington, DC.

Duties

Office of Asset Enterprise Management (OAEM) oversees capital asset activities to ensure a consistent and cohesive departmental approach and effective portfolio and asset performance management throughout the capital asset life-cycle. OAEM has primary responsibility for developing and promulgating the governance policies and principles, processes, decision-making and performance measuring systems related to the Department's capital asset management. The office provides guidance, standards, and technical expertise with respect to individual investments, infrastructure related programs and initiatives. OAEM is also responsible for budget formulation, for executing the Strategic Capital Investment Planning process, and for compiling and producing the Department's Long-Range Capital Plan, VA's Sustainability Report and Implementation Plan, the VA Annual Energy Report, the VA Enhanced-Use Lease Consideration Report, and VA's 5-year Disposal Plan, among others. The incumbent will serve as a first-line supervisor and will be responsible for assisting and monitoring VA Administrations regarding implementation with improving facility energy and water efficiency, resiliency and decarbonization, achieving sustainable buildings, implementing environmental management, obtaining carbon pollution-free electricity, effectively managing vehicle fleets while transitioning to zero-emission vehicles, and related activities and issues. The incumbent will be responsible for the VA Energy Performance Contracting Program and provides support for the administration and ongoing activities of VA's Sustainability Task Force (STF). The incumbent ensures VA compliance and delivers required performance reporting with respect to Federal government mandates such as National Environmental Policy Act (NEPA), Energy Independence and Security Act, federal fleet management regulations, and applicable executive orders. The incumbent monitors legislative policy developments and analyzes initiatives for their potential impact and implications for VA. In addition, the incumbent is responsible for monitoring ongoing technical developments in the areas of sustainable products and technology, utility management, zero-emission vehicles and related areas. The incumbent will oversee compilation of internal directives, handbooks and other guidance, external reporting, interagency liaison, and coordination of efforts through Department-level task forces/committees/workgroups, monitoring and analyzing technical, legislative and regulatory development. The incumbent will provide technical assistance to field staff, conduct education, training and outreach to internal and external audiences, manage and oversee technical support contractors and various other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Specialized Experience: Responsible for providing energy, environment, sustainable building, climate adaptation and vehicle fleet- related technical, planning and policy guidance at the agency level. The incumbent will monitor all Administrations and staff offices regarding implementation of Department technical, policy, and program requirements. Primary responsibilities include: program oversight, program development and execution to comply with relevant laws, executive orders and related policies and guidance; compilation of internal directives, handbooks and other guidance; external reporting; interagency liaison; and coordination of efforts among Administrations and staff offices, including through Department-level task forces/committees/working groups; monitoring and analyzing technical, legislative and regulatory developments; providing technical assistance to field staff, conducting education, training and outreach to internal and external audiences; managing and overseeing technical support contractors; and various other duties as assigned.
