About the Position: This position is located in the Engineering Services Division, Contract Management Branch at the Directorate of Public Works on Joint Base Lewis-McChord.

Duties

Monitor and inspect a variety of construction contracts to include civil, architectural, electrical mechanical systems and components in new and renovated facilities. Attend pre-bid and preconstruction conference to discuss principal construction features and requirements in terms of methods and equipment. Investigate need for contract modifications, considering conditions at work site, field measurements and computations and local prices and provides technical support and participates in negotiations. Coordinate construction operations with contractors, occupants and Federal, state and local agencies involved, with pipeline, utility companies and agencies concerning permits to execute the work.

To Qualify at the GS-09 Grade Level: Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes interpreting constructions plans and specifications, inspecting materials and the workmanship of contractors, and insuring adherence to safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). To Qualify at the GS-10 Grade Level: Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes participating in pre-construction meetings with contractors to discuss pending organization construction projects; reviewing contractor's submittals for compliance with contract requirements; and surveying construction activities to ensure contractors are following the quality control process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Building and ConstructionContracting/ProcurementTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
