The primary purpose of this position is to provide policy, planning, programming and execution resource management for the Directorate and for the Air Force Program Element(s) assigned.

Duties

Oversees development and compilation of funding requirements, financial plans and Program Objective Memorandum (POM) submissions necessary to build and maintain the budget stream to support all aspects of the programs within the Program Element(s) assigned. Represents the Air Force AF/A1 programs with a variety of internal and external officials. Serve as a subject matter expert and provide technical assistance to field activities and other Air Staff functions. Budget formulation and execution.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Must be able to obtain and maintain a secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-13 or equivalent under other pay systems in the Federal service, which involves having mastery knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of the Federal, DoD, and Air Force planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force efforts. Expert knowledge of Congressional, Air Force Planning, Programming, and Budgeting Execution (PPBE) and budgetary process, methods, practices, procedures, regulations, and policies to formulate, justify, and execute the budget for assigned budget accounts. Mastery of, and skill in applying, a wide range of concepts, methods, and practices and comparing to the Planning, Programming, Budgeting and Execution exercises. Analyzing funding requirements with the program's requirements to determine gaps and construct a resource strategy that best meet the needs of the AF. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of Congressional, OMB, Air Force Planning, Programming, and Budgeting Execution (PPBE) and budgetary process, methods, practices, procedures, regulations, and policies to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of laws, regulations, policies, principles, concepts, philosophies and practices of military and civilian personnel structure, procedures, and operations. 3. Detailed knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to assigned AF/Al programs. 4. Skill in the application of methods and techniques (e.g., cost-benefit analysis, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 5. Ability to manage several projects simultaneously. 6. Ability to gather, assemble and analyze facts, draw conclusions, conducts analysis, devise recommended solutions and package the entire process in briefings, papers and reports suitable for top management use and decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
