This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for certain Personnel of the DOD Workforce (Authority 6 -1) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will work at the Directorate of Public Works Operations and Maintenance Buildings and Grounds Branch at JBLM, WA.

Duties

Operate Backhoe Loaders with various attachments in order to perform general construction, demolitions and excavations, landscaping, material handling operations. Perform operator level maintenance such as checking and replenishing fluids to proper levels, lubricating equipment, and making necessary adjustments as needed to ensure safe operations equipment reliability. Use maps or work instructions to locate work site and identify specific locations within the work area Utilize standard rigging equipment and techniques to properly secure loads and transport equipment and materials by trailer on various terrains and roadways. Safely operate heavy equipment in emergency response situations with limited instructions or supervision.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the completion of a pre-employment physical examination and annual examination thereafter.
  • Position has a requirement to lift up to 50 pounds in the regular performance of duties.
  • Employee must possess and maintain a valid stateside driver's license.
  • Employee is required to successfully complete pre-employment and random mandatory drug testing.
  • Employee must possess a valid Washington State Commercial Class B Driver's License. (Must be uploaded during the application process)
  • Employee may be required to complete a one-year probationary period.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications (Screen Out Element): Ability to do the work of an Engineering Equipment Operator without more than normal supervision. I have the ability to perform common Engineering Equipment Operator tasks. I can operate a grader and bulldozer to clear brush; grade roads, push, pull, pile and load earth, sand and gravel; backfill and/or dig trenches. I have experience performing operator level preventative maintenance on assigned equipment. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed- Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Heavy physical effort is used in constantly bending, reaching turning and moving hands, feet and legs to handle different sets of controls. Considerable strain is caused by constant vibration jerking and jolting from operations over rough surfaces. Frequently work in awkward or strained positions or perform constant standing and walking when patching roads. In addition exerts considerable effort when using shovel, jackhammer or pick to repair asphalt. Frequently lifts and caries items weighing 50 pounds and occasionally heavier. WORKING CONDITIONS: Works in all types of weather, often in open driver's seat or platform in all types or terrain. Exposed to possible injury due to possible overturning or equipment. Exposed to noise, vibration, dust and dirt and fumes. May be exposed to hazardous or flammable material.
