The primary purpose of this position is to serves as Deputy Director for the 170-person Directorate of Command, Control, Communications and Computer Systems, providing 24/7 network operations functions, network enterprise services, C4 system development and C4 system planning, programming, and resourcing support.

Duties

Works with the Director in planning, organizing, and overseeing the activities of the Communications Directorate. Serves as the deputy principal staff officer for Command, Control, Communications, Computer and Intelligence Systems. Participates with the Director in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Serves as Chief Financial Officer (CFO) for the Command's C4I portfolio. Conducts analyses and prepares, reviews, approves C4I systems implementation plans. Directly leads and manages all directorate internal resource allocation initiatives to include manpower, organizational structure, manning, fiscal, facilities, and other internal controls.

  • Work may frequently require travel by commercial or military aircraft in TDY status away from the normal duty station.
  • Deployment to combat and non-combat field or shipboard locations may be necessary to provide on-site assistance during deployment operations. Contacts require travel to other commands and agencies or places of business.
  • Ability to obtain a Top Secret/SCI security clearance required based on a Special Background Investigation (SSBI) is required for this position.
  • This is an EMERGENCY-ESSENTIAL (EE) position. Incumbent must meet all requirements of E-E positions and may be required as a condition of employment: take a series of vaccinations, annual boosters to immunize against anthrax and other diseases.
  • In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. Incumbent or designated alternate, may be required to take part in the readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an E-E position and requires incumbent, or designated alternate, to be removed from any military recall status.
  • While deployed to an overseas location, the E-E duties required the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear.
  • Incumbent must obtain and maintain firearms qualification.
  • Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM’s AOR has been considered “War Zone” hazardous duty.
  • This position is designated by the U.S. Air Force as a Testing Designated Position (TDP) under U.S. Air Force Civilian Drug Testing Program.
  • As mandatory requirement for employment in the TDP, incumbent is to refrain from use of illegal drugs and if requested, submit to urinalysis testing. The incumbent must sign a statement acknowledging the position occupied is identified as a TDP.
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series 0391. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of telecommunications/information technology theories, concepts, principles, practices, and management. Telecommunications policy, technology and programs; knowledge of communications policy requirements to function as technical authority regarding application of new theories, concepts, and developments to communication problems not susceptible to treatment by accepted methods, technology, or procedures. Knowledge of DOD, national and theater Special Operations missions, organizations, systems, and programs; and their relationship to each other and other federal agencies. Ability to direct/establish program/policy goals, structure and processes to implement the organizations mission and strategic vision. Ability to acquire and administer financial, material and information resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of DOD, national and theater Special Operations missions, organizations, systems, and programs; and their relationship to each other and other federal agencies. 2. Ability to establish program/policy goals and the structure and processes necessary to implement the organization's mission and strategic vision. Inherent in this process is ensuring that programs and policies are resourced, communicated, documented, implemented and adjusted as necessary, that the appropriate results are being achieved, and that a process for continually examining the quality of program improvements is in place. 3. Ability to acquire and administer financial, material, and information resources. Ability to accomplish the organization's mission, support program policy objectives, and promote strategic vision. Includes managing the budgetary process, including justification; overseeing procurement and contracting procedures and processes, and performance monitoring of established contracts; ensuring the development and utilization of management information systems and other technological resources that meet the organization's needs. Ability to manage and monitor a wide variety of functions ensuring compliance with OMB, DoD, USSOCOM, and/or command guidance. 4. Ability to explain, advocates, and negotiate with individuals and groups internally and externally. Including the ability to develop an expansive professional network with other organizations. Ability to interpret metrics to gauge quality of customer service across nearly 100 C4IT processes, and to direct changes affecting better customer service and efficiencies. 5. In-depth knowledge of U.S. Army, joint and combined forces special operations communications equipment and techniques. An appreciation of the history of SOF unique C4I systems and systems development. Knowledge of a variety of C4I systems, system engineering, electronic theory, frequency management and field experience to support mission planning for special forces operations. 6. Ability to strategically shape organizational structure and workforce to continuously meet current and future needs and trends that relate to the C4IT functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
