The primary purpose of this position, Liaison Assistant GS-0303-06, is to serve as a personnel and manpower programs assistant to support all 96th Test Group organizations (civilian personnel/manpower requirements in the areas of awards/recognition, performance management, classification/staffing, manning and civilian personnel concerns).

Duties

Assist the specialist in performing the full range of tasks required to fill civilian positions. Serve as the Office Administrator. Program administrator for the assigned Test Support Squadron civilian training, recognition and awards programs. Assist management in conducting various studies to evaluate and improve squadron processes and effectiveness in supporting mission accomplishment. Ability to communicate effectively with higher-level management, both orally and in writing, to identify solutions to problems, present issues and recommendations, and answer questions relating to work.

  • Expert knowledge of Tongue and Quill with which to create documents compliant with US Air Force standards and formatting standards for unit instructions, manuals and pamphlets.
  • Knowledge of SharePoint essential to publishing collaborative documents as well as updating various unit sites to include the most current instructions, policy, guidance and unit performance data.
  • Knowledge of Adobe Acrobat to both populate pre-existing forms data as well as creating custom forms and prepare Microsoft Office documents.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-06 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes 1) Making travel arrangements, such as scheduling transportation, making reservations, and preparing travel orders and vouchers, based on general travel intentions, known preferences of traveler, and in accordance with appropriate travel regulations. 2) Performing administrative and clerical work in support of the office/organization such as establishing, updating, and maintaining office procedures and records of various types that may be needed or will assist in the efficient operation of the office. 3) Compiling statistical and narrative data to justify work or position restructuring within the organization. 4) Assisting managers and supervisors on matters pertaining to establishment of new positions, reviewing existing positions to accommodate changes in mission, organization, level or type responsibility or technology advances, recruitment, placement, overages, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the processes of Air Force, DOD and OPM personnel and manpower procedures, regulations, and laws. Knowledge of personnel recognition, awards, performance management, staffing, benefits, recruitment and classification programs, policies and practices, utilizing a practical understanding of federal personnel management functions, theories, and techniques of and basic relationships of the various personnel disciplines. Skill in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluate techniques, drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature. Knowledge of rules, procedures, operations, functions, and commitments applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as screening calls and visitors, maintaining supervisor's calendar, preparing, reviewing and editing documents, locating and assembling information for various reports, maintaining files/records, and making and preparing travel arrangements. Ability to communicate effectively with higher-level management, both orally and in writing, to identify solutions to problems, present issues and recommendations, and answer questions relating to work. Practical knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit written correspondence and reports, and transcribed material using office automation products, specifically Microsoft Office products. Practical knowledge of Microsoft Office Word, Excel and PowerPoint or similar software application with the ability to create and manage document templates, automate forms, produce effective and attractive graphics from raw data and incorporate revisions from multiple editors into a single, professionally presented product. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
