This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Budget Analyst, you will provide expertise in any aspect of DOE's budget process and analyzes a variety of highly complex DOE budgetary operations and functions in the assigned organization or program areas.

Duties

As a Budget Analyst, you will: Identify, research and/or present salient budget issues resulting from analysis of program resource requirements to ensure accuracy of program cost and revenue estimates and consistency with program objectives. Identify and analyze emerging budgetary issues, synthesizes complex materials, and recommend appropriate courses of action. Formulates, develops and implements justifications for requested funds. Develops budgetary analyses and special presentation materials as required for assigned program/functional accounts which may include detailed comparisons, trends that identify areas of specific increases or decreases, and short- and long-range budget projections. Provide oversight of DOE budgeting activities to ensure the appropriate and efficient use of approved funding to prevent over or under spending of approved funding. Lead the preparation and analysis of a variety of complex budgetary and financial reports for the assigned area.

Qualifications

For GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS: I have at least one-year specialized experience equivalent to the GS-12 grade level in federal service as defined in the vacancy announcement. Specialized experience for this position is defined as meeting ALL of the following: Formulating and executing reviews of budget for an assigned program and functional component within the organization. Developing budgetary analyses and special presentation materials for assigned program/functional accounts to include detailed comparisons, trends that identify areas of specific increases and decreases, and short- and long-range budget projections. There is no substitution of education for specialized experience at the GS-13 grade level. For GS-14: SPECIALIZED EXPERIENCE REQUIREMENTS: I have at least one-year specialized experience equivalent to the GS-13 grade level in federal service as defined in the vacancy announcement. Specialized experience for this position is defined as meeting 2 of 3 of the following: Developing or submitting the Out-Year (OY) budgets, both operations funding and Program Direction (PD) funding. Developing and distributing annual funding targets to participants. Providing maintenance of budget databases for budget formulation and execution activities. There is no substitution of education for specialized experience at the GS-14 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). You must meet all qualifications and eligibility requirements by the closing date of this announcement.
