This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as an Architect (Historic) for the Directorate of Public Works (DPW) in Fort Riley, KS.

Duties

Participate in all phases of project design and construction applying appropriate historic preservation laws and regulations. Participate in meetings with project managers, contractors, and proponents to assure adherence to appropriate historic preservation laws and regulations. Review projects deliverables from government employees and contractors for meeting professional standards and contractual obligations. Conduct consultation with the State Historic Preservation Officer, Tribal Representatives, and the Advisory Council on Historic Preservation representing Fort Riley's interests. Brief various levels of command, state and federal personal and other stakeholders. Serve as the designated Cultural Resources Manager. Develop and implement the Fort Riley Integrated Cultural Resources Management Plan. Evaluate programs and projects to assure compliance with all environmental, energy use, safety, and security standards. Keep abreast of state and Federal historic preservation laws and regulations and interpret their implications on construction projects and military training. Negotiate, develop, and implement agreement documents associated with historic preservation compliance. Apply the Secretary of Interiors standards and guidelines for the treatment of historic properties. Provide training for government personnel and contractors involved in all aspects of the management of historic properties. Provide timely response to all taskings from various levels of command and complete all annual reports as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to occasionally travel away from the normal duty station.
  • The employee must be willing and able to travel on military and commercial aircraft.
  • The employee may be required to work overtime.
  • This position requires the employee to have the ability to discern colors, contrast, and depth. A physical exam will be required.
  • The employee must obtain and maintain a valid driver's license.
  • Must be able to obtain and or maintain a secret security clearance.
  • Must meet the Secretary of Interior Standards for Historic Architecture or Architectural History.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Architect must be met first: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. or Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1). Ensure compliance with historic preservation laws and regulations for maintenance and construction projects related to historic buildings and monuments 2). Monitor construction to ensure compliance with contract provisions and historic preservation standards; and 3). Recommend various courses of action to meet project goals while complying with historic preservation laws and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
