The primary purpose of this position is: To serve as a security specialist, providing information, industrial, and personnel security program functions in support of and as lead for the Headquarters 24/7 Crew Watch (War, HD and DSCA response), and in support of the organization's compartmented information handling requirements.

Duties

Duty 1: Administers the Personnel Security Program for the organization. Duty 2: Implements and administers the Information Security Program for the organization. Duty 3: Implements and administers the Physical Security Program. Duty 4: Administers the Industrial Security Program for the organization. Duty 5: Manages and implements the security education and awareness programs.

  • Required to obtain and maintain a Top Secret/Sensitive Compartmental Information Clearance
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Travel by military and/or commercial aircraft may be required in attending training, visiting other activities, and/or attending conferences
  • This position is subject to uncommon tours of duty and/or shift work
  • May be required to work holidays, weekends and non-standard hours to support military operations
  • May be required to be on phone recall and 2-hour standby
  • May be required to work overtime/compensated time as workload demands
  • Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD
  • This is a KEY position. Position cannot be vacated during a war, national emergency, or mobilization. Applicant must be removed from the Ready Reserve prior to appointment and CANNOT become a member of the Ready Reserve once assigned.
  • This is a Mission Essential position, performing a Mission Critical Function, which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 3. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. 4. Knowledge of required sensitive compartmented information (SCI) security procedures. 5. Skill in planning, developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program. 6. Ability to plan, organize work, and meet deadlines and ability to communicate effectively, both orally and in writing. 7. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
