This position starts at a salary of $78,592.00 (GS-11, Step 1) to $122,459.00 (GS-12, Step 10) with promotion potential to $145,617 (GS-13 Step 10). In this position, you will serve as an analyst and/or advisor to management, assessing the productivity, effectiveness, and efficiency of Air and Marine Operations Workforce Managment efforts, resolving complex problems related to position management, staffing and placement, performance management, awards, and workers' compensation. Advising on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations, or changes in program administration, to reduce or eliminate functional overlap among the assigned programs. Developing comprehensive, long-range hiring plans (required positions based on projected turnover, losses, program changes, etc.). Conducting studies or analyses of workforce requirements based on changing missions and programs. Analyzing progress on the execution of hiring plans to ensure the desired results and assigned program's goals and objectives are achieved. Works with budget to ensure that position and funding ceilings are not exceeded, employment requirements are continuously reviewed, and positions are limited to those that can be financed with available funds. Providing analytical data reporting of supported offices to capture employment levels and hiring trends. Advising leadership on the status of hiring plan efforts and takes necessary actions to avoid reaching disruptively low employment levels.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in providing analytical support on a variety of personnel programs in support of the Human Capital mission, to include: Performance Management Program, Awards Program, Use of the Collective Bargaining Agreement and Workers' Compensation Program. Research, interpret, and evaluate information, precedent cases, and statutes and regulations in order to identify issues, recommend actions, and re-engineer processes. Analyzing and making recommendations to improve workforce management operations and address and resolve Human Capital program issues. Establishing priorities, identifying facts, organizing pertinent precedents, and applying them to current situations, and providing completed staff work in the form of advice, guidance, integrated work plans, proposed courses of action, and documents ready for signature. Education Substitution: GS-11: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. degree may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester hours or 81 quarter hours. Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Recognizing when management proposals will impact other program areas and require coordination with them (e.g., Notice to Bargain, Equal Employment Opportunity, budget, etc.). Analyzing and evaluation of assigned programs and issues and receives only administrative and policy direction concerning overall project priorities and objectives. Planning, scheduling, and carrying out major projects, exercising discretion and judgement in determining whether to increase or reduce the scope of projects or studies. Performing significant review and analysis of budget, management, training, logistics, and procurement. Developing and coordinating hiring plans by obtaining input from program officials. There is no education substitution for the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/14/2023. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
