The primary purpose of this position is to serve as a Transportation Specialist and an official point of contact for a variety of transportation management programs, as well as a quality assurance evaluator in the functional areas of transportation including; travel, household goods, freight, vehicle management/operations and rail.

Duties

Responsible for coordinating and controlling air and surface unit movement operations for all participating military units within Fort Eustis and Fort Story. Responsible for researching, analyzing and interpreting transportation guidance such as rules, regulations, DOD directives, decisions by transportation regulatory bodies, carrier tariffs, and routing guides. Quality Assurance Specialist with responsibility for representing the Chief, Transportation Branch evaluating contractor performance on multiple contracts providing BOS transportation services.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Transportation Specialist Series, 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program. This knowledge is used to perform independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures. The work requires skill in analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignments for which there are general precedents. Knowledge of transportation regulations is required to analyze and resolve problems of a procedural or factual nature. Knowledge of transportation requirements of the organization is used in order 1 to evaluate day-to-day operations to ensure efficient and economical use of carrier services; to resolve problems associated with the movement of passengers and their equipment; and to develop transportation plans for individual items including any special handling, packaging, or other unique requirements. OR EDUCATION: Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., with a major study in or related fields such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of Army and joint service deployment policies and plans to requirements and resolve problems. Comprehensive knowledge of air and surface transportation systems to plan, evaluate unit movement data requirements for worldwide deployments. Expert knowledge of unit movement, traffic management, and nomenclature and shipping characteristics of Army vehicles and equipment regulations to manage and evaluate data requirements and resolve problems. Knowledge of the structure and content of transportation documentation (e.g., tenders, bills of lading, invoices, travel orders, or vehicle accident or usage report. Knowledge of basic office automation software to perform functions utilizing Microsoft office and outlook. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
