About the Position: This position is located in the Directorate of Clinical Support at Naval Medical Center San Diego, California. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes. This is a Direct Hire Solicitation

Duties

Perform donor screening and prerequisite assessment including detailed medical histories, physical examinations, laboratory testing on hematology analyzers, venipuncture and venous access and determining overall blood donor suitability. Evaluate and select potential blood donors on the basis of experience and clinical judgment and must carefully explain reasons for deferral to such donors. Perform full range of apheresis component collection such as plasma, platelets and packed red blood cells and maintains the instrumentation for these procedures. Input blood donor demographics and blood product information into LifeTrak. Perform Quality Control and Preventive Maintenance on a daily, weekly and monthly basis and as required on equipment and instrumentation. Assist to maintain, revise and establish SOPs for the donor center. Receive specimens from donor collections for testing and prepare specimen tubes for shipment to testing laboratories.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • Moderate to heavy lifting up to 45 pounds is required.
  • Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules
  • This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Medical Technician (Blood Banking): Specialized Experience: One year of specialized experience which includes performing blood collection procedures; maintaining clinical laboratory equipment; and preparing reports and/or documenting results through clinical laboratory automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year (18 semester hours) of progressively higher level graduate education in a field directly related to the work of the position such as Medical Lab Technology, Clinical Laboratory Science, Chemistry, or Microbiology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Certification PREFERRED, but NOT required for qualification: Certification from the American Society for Clinical Pathology (ASCP), American Medical Technologist (AMT) or other board or registry deemed comparable by Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)) or their designee as a Medical Laboratory Technician (MLT); Medical Technologist (MT); or Medical Lab Scientist (MLS) is preferred. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
