Duties

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to DOT (Training Flight), 505 Test Squadron (505 TS). Provides advice, administrative direction, training and supervision of personnel responsible for operational level planning, scenario development and execution of tactical & operational levels of warfare in support of command-and-control exercises and test conducted by the 05 TS and Combined Air Operations Center-Nellis (CAOC-N). Plans, organizes, and directs the activities of 505 Test & Evaluation Sq, ensuring that DOT complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 505 TS with a variety of installation and functional area organizations. Serves as the Air Operations Center Senior Offensive Duty Officer (SODO) Instructor/Trainer. Prepares, conducts, leads, and attends exercise planning conferences and discussion as a CAOC-N Event Lead Planner.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This is a designated drug-testing position. Incumbent will be subject to random testing for drug use
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administrative and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of operational-level command and control of air and space forces, airborne and ground-based theater air control system elements, airborne warning and control systems, and expertise to integrate all elements within the construct of a Joint Air Operations Plan (JAOP), air operations directive (AOD), air defense plan (ADP), airspace control plan (ACP), airspace control order (ACO), air tasking order (ATO) and ATO special instructions (SPINS); knowledge of safety and security regulations, practices, and procedures; thorough knowledge and understanding of the security, development, and integration of sensitive military capabilities; and knowledge of the application of technology to military training program, as well as working knowledge of the instructional technology applications to future development and adaptation of courseware to computer-based telecommunication oriented distributed learning systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Thorough knowledge and understanding of the security, development, and integration of sensitive military capabilities, Ability to apply the principles and techniques of education and to assist students acquire specific skills or knowledge. 6. Clear understanding of the application of recognized Instructional Systems Development (ISD) models for instructional development and evaluation purposes. Knowledge of the application of technology to a military training program, as well as a working knowledge of instructional technology applications key to the future development and adaptation of courseware to computer-based and telecommunication oriented distributed learning systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
