This position composes a career ladder structure to the full performance level of Program Analyst, GS 0343-13. The primary purpose of this position is to serve as a substantive professional contributor to the work of the Chief, LGY Training. The incumbent for this position participates in and executes efforts to initiate, plan for, acquire, develop, evaluate, maintain, and update a program of training resources for the LGY business line, within the Veterans Benefits Administration (VBA).

Duties

Specific duties include: Maintaining a high-level of awareness of legislative and regulatory activities, trends, stakeholders, and stakeholder interests, regarding training for the Loan Guaranty program. Execute training plans in conjunction with LGY business lines based on training needs assessments and emergent issues. Works with LGY business lines, VBA training staff, and third-party contractors to develop needed training and determine training effectiveness after implementation and on a periodic basis. Assesses training needs for LGY field personnel, utilizing data identified by the Oversight group through technical reviews and issues uncovered during site visits. Advocates for training needs identified from LGY and VBA leadership are addressed. Building and maintaining internal (LGY) and stakeholder relationships that facilitate ongoing articulation of LGY training goals, messaging, and formal responses. Reviews prepared training for adequacy and technical accuracy/results. Applies data-informed analyses to identify and recommend training or related improvements. Effectively contributes to the LGY policies and work procedures reviews, enhancements, or updates so as to help evolve LGY training, internally for staff and externally for Veterans and program partners. Develops training materials using standard instructional design and utilizes a variety of instructional media. Recommends, improves, and monitors training participation and outcomes for assigned training portfolio. Coordinates and ensures that changes in work processes within business lines are integrated into training systems and methods by instructional designers, contractors, and delivery personnel. Conducts extensive planning and data analysis activities in overseeing the design and evaluation of emergency management training processes, including workshops, seminars, and conferences. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is: GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/12/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-12 Grade Specialized Experience: One year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as assessing unusual situations and analyzing a variety of alternatives; performing assignments from start to finish with widely varying duties including fact-finding, drawing conclusions, and making recommendations; completing complex assignments typically characterized by many interrelated facts and sources of information, disputing or hidden facts, undefined issues, determining multiple cause and effect relationships; in-depth analysis of an organization's policies and procedures, identification of future training and development needs and introduction of new technology for development and delivery of training. Understanding the interrelations with other training and employee development programs and advise on training program issues, and to consult and assist individuals and officials of organizations on problems, questions and programs. Examples that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. GS-13 Grade Level Specialized Experience: One year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is defined as development of course materials for training programs, performing program support work such as the collection, compilation, research, and/or tracking of data and program information related to different training, working collaboratively with the instructor to develop and establish the minimum standards by which projects will be evaluated, and preparing and delivering presentations on various topics. Regularly analyzing current, new, and proposed legislative and regulatory policy to determine training needs or providing expert level technical assistance and consultation regarding complex training for an organization. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within VA, Loan Guaranty Service, training entities, or other housing or housing finance-related entities. Examples that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. No special physical effort or ability is required to do the work.
