This position is located in the Bureau of Political-Military Affairs (PM), Directorate of Defense Trade Controls (DDTC), Office of Defense Trade Controls Compliance (DTCC). Provides subject matter expertise and regulatory policy recommendations and direction to DDTC offices, as well as supervision, guidance and leadership for DTCC staff. Works cooperatively with other Directorate offices, regional and functional bureaus and offices, etc. on defense trade compliance.

Duties

Supports the Director of DTCC to oversee and guide a DTCC subdivision performing a variety of activities and special projects related to compliance with the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). Advising office, directorate, and Bureau leadership and law enforcement agencies about foreign policy issues and national security implications of administrative AECA/ITAR compliance investigations and criminal enforcement activities. Manages administrative compliance cases, enforcement procedures, and investigations, as well as recommending corrective actions and remedies to improve compliance. Engages in law enforcement to exchange information on potential AECA/ITAR violations. Interprets and apply legislative and regulatory material to make decisions and recommendations of general and specific applicability concerning AECA/ITAR compliance. Leads office in mitigating mergers, acquisitions, and divestitures of International Traffic in Arms Regulations (ITAR) registrants and supporting the Committee on Foreign Investment in the U.S. (CFIUS) process.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in U.S. laws and regulations relating to foreign policy and trade controls. Experience analyzing compliance programs, identifying weaknesses and inconsistencies, drawing accurate conclusions, and recommending improvements. Experience with public and private sector participants in and regulators of trade controls, including their operations and practices. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
