The primary purpose of this position is to serve as an acquisition program manager responsible for planning, developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle in the Systems Development Directorate.

Duties

DUTY 1: Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. DUTY 2: Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. DUTY 3: Reviews and directs the progress of contractors in meeting program objectives. DUTY 4: Prepares and presents staff studies for presentation to the Program Director and other management officials.

  • A baccalaureate (or higher) degree in general management, business administration, engineering management or a related acquisition field is and a master?s degree highly desirable.
  • Shift work or irregular duty hours may be required.
  • Employee may be required to undergo CI Polygraph examination in accordance with security regulations involving material handled.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical segments of the research, development, production, and/or deployment of systems, subsystems, and equipment that may require new and innovative techniques and the application of new principles. Knowledge of acquisition requirements and integrated system life-cycle management. Knowledge of contractual, financial and technical aspects of projects/programs throughout designated phases of the acquisition cycle and/or providing life-cycle management for the development, acquisition, integration, field support and/or modernization of Air Force systems. Knowledge of business/industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and monitor contractor activities. Practical knowledge of systems and software in order to apply new acquisition methods, approaches, or procedures. Knowledge is gained through a combination of experience, training, and education with the prerequisite courses to meet Defense Acquisition Workforce Improvement Act (DAWIA) professional standards. Ability to perform cost estimates, schedules and performance supportability baseline requirements by applying known methods and procedures. Ability to use effective qualitative and quantitative analytical and evaluative methods to accurately assess information and formulate responses to resolve problems. Ability to conduct analysis across multiple mission areas and effectively communicate decision rationale to managers sufficient to promote understanding and acceptance of decisions. Ability to make authoritative judgments; and prepare effective analyses, briefings and reports and to motivate people or groups to action. Ability to operate various computer programs to include web based and offline database systems as well as Microsoft Office programs. Knowledge and ability to apply security procedures to maintain control of classified material. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principles, policies, and practices of systems acquisition and program management. Knowledge of business/industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and monitor contractor activities. Knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process. Skill in communicating both orally and in writing in a clear and accurate fashion. Ability to analyze conflicting information from multiple sources and to determine and apply proper approaches to problem solution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines. Ability to keep abreast of acquisition changes and trends as applied to the management of technically complex systems. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is Program Management Level II and incumbent must meet appropriate certification requirements JAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position and maintain DAWIA currency with continuing acquisition education requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
