About the Position: This is a Budget Analyst GS-11 developmental position with mandatory advancement to GS-12 level. Works under close supervision at the GS-11 level performing assignments designed to provide the competencies and experience required to perform the more complex work at the full performance grade level (GS-12). The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position.

Duties

This is a developmental position with mandatory advancement to the next level. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position. Uses standard methods to resolve conventional problems and issues. Uses judgment to adapt the guidelines to specific cases or problems and/or to interpret a large number of varied policies and regulations. Works with General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), Government Travel Card (GTC), Centrally Billed Accounts (CBA) and command annual funding program execution. Contributes to information provided on the amount, timeliness, availability of funds, and the operation of systems or programs. Applies specific budgetary rules, regulations, principles, and procedures associated with all phases of budget formulation and execution related to segments of the budget for assigned support activities. Interprets budget policies, directives, and regulations received from higher headquarters, and publishes local implementing directives. Directs attention to actual or potential funding problems and recommends policies for solving them. Uses judgment to adapt the guidelines to specific cases or problems and/or to interpret a large number of varied policies and regulations. Conducts reviews of all active Government Travel Charge Card (GTCC) accounts and advises the Logistics Readiness Center (LRC) Director on suspected fraud or excessive costs. Reports delinquent transactions and corrective actions to the Army Field Support Brigade (AFSB). Monitors and manages the Logistics Readiness Center (LCR) Defense Travel System (DTS).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires FMC02 - Financial Management Certification Level 2 within 24 months of appointment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • A one year of probationary period may be required.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetCustomer Service Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-GS-09).
