About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Belvoir, serving as an Information Technology Specialist (Network).

Duties

Serve as an Information Technology Specialist (Network) responsible for planning, developing, implementing, and maintaining the U.S. Army Signal Regional Network Enterprise Center Utilize network monitoring/performance tools: Cisco Works, Spectrum, What?s Up Gold, and Iron View to Perform network performance monitoring, testing, system upgrades, workload, and capacity analysis, diagnosing and resolving network performance problems, and developing backup and recovery procedures. Implement new system hardware and software and develops local operating procedures. Conduct testing to ensure operability, efficiency, and compliance with existing standards; monitor operation of the network; ensure hardware and software are functioning properly; and ensure operation standards are met. Participate with user-support personnel to train office personnel and functional end users on use of office-automation computers, local and wide area networks, and other automated tools. Manage Internet Protocol (IP) address and coordinates information-systems infrastructure between the 2 Regional Cyber Center (2RCC), other Agency Network Operations Center (NOCs), and vendors. Prepare testing and implementation plans; establishes test criteria and data to ensure all program modules and outputs for assigned project are tested for completeness and accuracy Meet frequently with other programmers and functional-area specialists to coordinate work and resolve problems. Prepare system documentation in accordance with Department of Defense (DoD), agency, major command, and local standards. Develop documentation, which includes required information such as functional descriptions, maintenance manuals, test and implementation plans, cost analysis, specification documents, and/or database feasibility studies. Configures management plans for Local Area Networks and Wide Area Networks and creates network maps for establishing/maintaining an organization's network architecture, infrastructure, topology, protocols, and connectivity between remote sites.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position requires a Secret clearance.
  • Incumbent is required to satisfactorily complete the appropriate training as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
  • Obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008).
  • Must possess a valid motor vehicle driver's license.
  • Lifting and moving network/computer equipment weighing up to 45-50 pounds.
  • This position requires occasional travel away from the normal duty station.
  • May be required to work overtime.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is an Army Enterprise position, and the incumbent will be required to obtain and maintain a CompTIA Security+ and CCNA certification within 6 months from date of hire.
  • This position is designated Special Sensitive -- in order to perform the duties of this position, the incumbent must be eligible for, receive, and retain a Top Secret Compartmented (SCI) clearance based on a Tier 5 (T5) Investigation.
  • This position requires compliance with Drug Abuse Testing Program requirements ? pre-employment and random drug testing.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by performing diagnostics, troubleshooting, or mitigation of network related issues; configuring network infrastructure devices such as wireless access points, switches, and routers; knowledge of SONET/ Cisco Network Convergence System and fiber infrastructure; determining IT requirements and life cycle management; configuring and maintaining firewalls rules and policies. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
