The BHIP Team is an important program component of the facility that significantly impacts the health care provided to veterans. Decisions made by the Team Program Manager affect staff and other resources and are made while exercising wide latitude and independent judgment. The incumbent has full responsibility for managing the day-to-day activities of the team and supervising staff.

Duties

The Behavioral Health Interdisciplinary Program (BHIP) Team Program Manager is a member of Mental Health Service leadership and works directly for the Psychology Section Chief. This position is located at the Behavior Medicine Service (BMS) of Eastern Oklahoma VA Healthcare System. The duties and responsibilities involve broad program management and supervision of two of ten BHIP Teams in BMS. The below Duties include, but are not limited to the following: Develops and monitors efficient processes for timely consult processing; resolves any scheduling problems/errors.-Ensures appropriate team assignment for consults and same day access patients.-Liaison between all Behavior Medicine Service (BMS) clinics/teams to effectively coordinate services.-Effectively collaborates with all inpatient and outpatient BHSL disciplines to ensure continuity of care.-Promotes the dissemination and delivery of evidence-based psychotherapies by BHIP psychologists.-Develops, implements, and supports novel outpatient services both F2F and via telehealth.-Provides clinical consultation for complex cases.-Resolves patient and staff complaints.-Administrator Program Manager for BHIP personnel.-Responsible for completing OPPEs, FPPEs, and performance appraisals for BHIP personnel including insuring that chart reviews are done by shared disciplines. CLINICAL RESPONSIBILITIES:- Provides a full range of clinical services for veterans who receive care in Behavioral Health.- Conducts functional assessments, per VA BHIP Competency guidelines.- Provides time-limited, brief, problem-focused individual therapy using evidence-based care and based on individual needs and problem identification, per VA BHIP Competency guidelines.- Provides group psychotherapy for conditions frequently addressed in BHIP setting.- Provides treatment coordination to veteran with acute and/or chronic mental health or physical health conditions.- Provides education to patients, family members, and significant others.- Consults with and serves as a resource for other medical center staff regarding the BHIP- Functions independently as a member of the EOVAHCS Medical Staff, with full clinical privileges. Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation. PROGRAM MANAGEMENT RESPONSIBILITIES:- Direct, administer, and manage aspects of all programs/clinics within BHIP. This includes planning programs, implementing changes, assessing progress, and determining program needs.- Deliver highly specialized population-based program development in the BHIP clinic for veterans working to address a range of biopsychosocial issues.- Provide consultation across VA programs and service lines about the BHIP referral and treatment process.- Establish realistic program goals, initiatives, and direction within the limitations of available staff.- Provides formal supervision of BHIP psychology staff.- Collaborate with non-psychology discipline Program Managers, including psychiatry, social working and nursing to provide input on hiring decisions, performance reviews, and professional behavior.- Provide clinical consultation in using evidence-based treatment and clinical practice guidelines, creating a work environment that acknowledges and respects diversity, and providing support, encouragement, and direction to all staff.- Triage complex BHIP referrals and reviews for urgency level and appropriate next steps. Provides consultation regarding referral triage to BHIP psychologists and BHIP Care Managers. TEACHING AND TRAINING:- Provides clinical supervision and instruction for psychology trainees assigned to the BHIP- Involved in Clinical Training Committee.- Presents to interns and fellows during case conferences and training seminars. OTHER SIGNIFICANT RESPONSIBILITIES:- Serves on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces.- Represents Psychology on decision-making committees at the Medical Center or Healthcare System.- Actively participates in leadership roles on local, state, and national professional organizations.- Represents the Medical Center or Healthcare System at professional/program community group/events and committees. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. OR, Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internships: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern. OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement. OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). OR, Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Grade Determinations: GS-14 Experience: At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Preferred Experience: Experience in the VA Mental Health Service. References: VA Handbook 5005/103 Part II Appendix G18 The full performance level of this vacancy is GS-14. The actual grade at which an applicant may be selected for this vacancy is GS-14 to Physical Requirements: Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders.
